City : Austin State : Texas Neos is Seeking a Business Analyst - Accounting/Finance for a contract role for with our client in Austin, TX. • **HYRBIRD - ONLY CANDIDATES CURRENTLY RESIDING IN THE AUSTIN AREA WILL BE CONSIDERED*** This is a hybrid work model, requiring a minimum of three days per week in the office at 200 E. 18th St, Austin, Texas 78701. General Description This position performs senior-level business and systems analysis work. Responsibilities include coordinating the gathering, development, and documentation of user requirements; reviewing, assessing, and improving business processes; and applying best practices in business analysis and process modeling. The role requires strong analytical skills to apply to a variety of business and technical processes. Work is performed under the direction of the Business Analyst Team Manager. Functional Responsibilities Essential functions include identifying opportunities for improving business processes and preparing proposals for information management efforts. The Worker will coordinate the analysis of program policies and procedures to determine their effect on automated systems and functional areas. The role requires a focus on business value, including awareness of industry trends, risk assessments, business continuity, and capability requirements. The Worker will coordinate and analyze user requirements, procedures, and problems to automate or improve existing systems, including workflow and scheduling limitations. Additional responsibilities include managing the service request life cycle, reviewing technical specifications, monitoring system integration and user acceptance testing, and coordinating with vendors and contractors. The Worker will identify potential project risks and design strategies to mitigate them, review complex project deliverables such as design documentation and test plans, and lead process change requests, scope management, and deployment. They will also correlate business value and priorities to planning and goal-setting. Other duties include developing training curriculum and conducting formal system training, as well as performing other duties as assigned. Professional Expectations The Worker is expected to attend all meetings, meet delivery deadlines, and be available during ERS office hours. They must log in and remain on agency Jabber during work hours, attend remote meetings with the camera on unless otherwise arranged, and coordinate leave with the ERS lead. Appropriate business or business casual dress is required. The Worker must communicate respectfully, work harmoniously with all stakeholders, provide exceptional customer service, be flexible, adapt to change, manage multiple tasks, and take initiative to prevent and solve problems. Knowledge, Skills, and Abilities Ability to analyze and troubleshoot complex issues and propose solutions. Ability to analyze systems and procedures. Ability to write and revise standards and procedures. Ability to handle multiple projects simultaneously. Excellent written and verbal communication skills. Ability to communicate effectively with both technical and non-technical personnel across management levels. Understanding of division business processes and their dependencies. Knowledge of business analysis procedures, business process modeling, requirements modeling, and meeting facilitation. Ability to obtain and sustain cooperation from others. Strong customer service orientation. Professional demeanor and image with internal and external contacts. Minimum Qualifications (Required) Graduation from an accredited four-year college or university with major coursework in management information systems or business administration. 4 years of experience planning, eliciting, analyzing, and managing business requirements throughout the SDLC, including regression testing. 4 years of experience leading business process reengineering and transformation efforts that improved efficiency, quality, and customer experience. 4 years of experience performing as a business relationship manager (liaison) between functional and technical teams. 4 years of experience leading project teams or organizational efforts involving stakeholder management, performance tracking, resource allocation, and vendor coordination. 4 years of experience with projects in data management, data quality, data warehousing, data modeling, data migration and integration, secure file transfers, enterprise system analysis, enterprise architecture, or information security principles. 4 years of experience working in a Scrum Master role or in an Agile Scrum environment. 4 years of experience with accounting, finance, and/or investment concepts and terminology. 4 years of experience implementing or enhancing accounting, finance, or investment systems. 4 years of experience analyzing and evaluating complex accounting, finance, or investment technology applications and policies to create workable solutions. 4 years of experience collaborating with accounting, finance, or investment software vendors and internal development teams to improve technology requirements. 4 years of experience developing and conducting curriculum and training sessions covering new and enhanced systems. Preferred Qualifications 4 years of experience in a wide range of business environments, including business consulting. 4 years of experience with system implementations and enhancements supporting business areas such as building operations, finance, benefits processing, procurement, contracts, legal, audit, human resources, vendor relations, project management, or communications. 4 years of experience with MS Azure DevOps for requirements management and project implementation. 4 years of experience with project management software. 4 years of technical expertise in business systems analysis, system configuration, information security, and internal control frameworks. 4 years of technical expertise with reporting databases, database design and development, data modeling, and mapping. 4 years of experience conducting enterprise-level business analysis including problem/opportunity analysis, business case development, feasibility studies, risk assessments, and business architecture. 4 years of experience creating system-level documentation, system implementation standards, and training materials for users with varied technical knowledge. Master of Business Administration (MBA) or certifications such as CCBA, CBAP, CSM, CSPO, PMI-PBA, PMP, ITIL, or ICGB. #DICE
