Oversee federal regulatory compliance analysis and implementation, lead and manage compliance teams, develop strategic plans, and coordinate enterprise-wide compliance initiatives.
Extensive experience interpreting and applying federal regulatory compliance, strong leadership and project management skills, bachelor's degree or equivalent, with preferred financial institution regulatory knowledge and Juris Doctor degree.
Description: • Oversee analysis of new and existing federal regulations to ensure Navy Federal compliance • Develop operational strategic plan; identify and address areas of significant risk and evaluate overall effectiveness of operations • Coordinate and supervise the review and analysis of federal regulatory compliance efforts • Prepare responses to regulatory requests for comments and correspondence to support Navy Federal's positions; maintain policies and procedures • Develop strategic implementation plans to ensure cohesive efforts across business units for enterprise-wide initiatives • Identify existing and new issues pertaining to corporate compliance with state and federal regulations and implement necessary policies, strategies and procedures • Act as subject matter expert with business units to ensure regulatory compliance and strengthen operations • Keep AVP, Compliance and business units apprised of compliance status • Oversee Compliance Officers charged with reviewing proposed and final federal regulations and guidance • Provide guidance on issues having department and/or organization-wide impact • Monitor and review new and existing regulations and legislation • Prepare correspondence to Congress and federal regulators for executive signature expressing Navy Federal's positions • Respond to General Counsel and senior management requests for legal interpretation/application of laws and regulations • Lead operational/business analysis and action plans for operational improvement • Perform managerial duties: set performance standards, direction, goals, assignments, and oversee Compliance Analysts and Senior Compliance Officers • Select, assess, reward, counsel and develop team members • Collect, compile and prepare reports and data for management decision making • Ensure compliance with statutory requirements and Navy Federal policies, procedures, rules, regulations and values • Ensure effective management of projects from inception through implementation Requirements: • Extensive experience that demonstrates an excellent understanding/ability to interpret and apply legislative and regulatory compliance guidelines, preferably in a financial institution, including experience with CFPB and NCUA consumer finance regulations • Experienced people leader • Ability to analyze highly complex concepts and articulate logical, coherent, workable solutions and procedures • Extensive project management and supervisory experience directing/facilitating the work of others • Expert planning, organizational and problem solving skills • Expert analytical, reconciliation and deductive reasoning skills • Advanced interpersonal, verbal and written communication skills • Advanced skill in dealing tactfully and diplomatically with all levels of workforce and leadership • Expert skill to exercise initiative, good judgment and make sound decisions • Expert skill to anticipate needs, to execute appropriate project management functions and to document, track and report project status for the management team • Expert skill in document management and a wide range of proprietary and universal software products and other technology • Bachelor's Degree, or the equivalent combination of training, education and experience • Desired: Familiarity with Navy Federal's objectives, functions, and policies • Desired: Expertise in group leadership • Desired: Familiarity with non-lending laws and regulations and consumer-related compliance laws (Regulation E, Regulation CC, TISA, UDAAP, etc.); experience with payments products and modernization (RTP, Zelle, Debit Cards, Checks, Remittances, Wires); error resolution; savings products; security/fraud regulations and standards • Desired: Juris Doctor Benefits: • Highly competitive pay • Generous benefits and perks • Hybrid work arrangement • Standard schedule: Monday - Friday, 8:00AM - 4:30PM • Meaningful career experience and engaged, appreciative culture
