Job Title: Program Manager – Talent Management Department: Talent & Organizational Development / Talent & Engagement Location: Houston, TX Job Summary: The Program Manager – Talent Management is responsible for leading strategic, tactical, cross-functional, and technology-enabled programs that support the Talent & Organizational Development and Learning (OD&L) Center of Excellence. This role owns end-to-end program strategy, execution, change management, and budget oversight for assigned initiatives related to Talent Management and Engagement. The Program Manager ensures visibility into program performance through KPI reporting, milestone tracking, and stakeholder communication, and partners closely with cross-functional teams to drive successful outcomes. This position reports to the Director of Talent & Engagement. Key Responsibilities: • Own and manage the full lifecycle of talent management programs, from strategy development through execution and evaluation. • Lead cross-functional and technology-related initiatives supporting talent, leadership development, and organizational effectiveness. • Manage program budgets, timelines, risks, dependencies, and change management activities. • Develop and maintain KPI dashboards and reporting to provide transparency into program status, milestones, and outcomes. • Provide regular updates and insights to senior leaders and executive stakeholders. • Drive initiatives related to high-potential leadership development, talent reviews, and succession planning. • Partner with HR, Learning, IT, and business leaders to ensure alignment with organizational goals. • Apply human-centered design and agile methodologies to enhance program effectiveness and stakeholder experience. • Navigate ambiguity and competing priorities while delivering thoughtful change leadership. Minimum Qualifications: Education: • Bachelor’s degree in Human Resources, I/O Psychology, Organizational Development, or a related field from an accredited institution (required) • Master’s degree (preferred) Licenses / Certifications: • Certification or practitioner experience in one or more assessment tools preferred, including: • 360 Assessments • Hogan • Birkman • DiSC • StrengthsFinder Experience / Knowledge / Skills: • Minimum of 5 years of progressive program management experience in talent management, learning, leadership development, change management, and/or organizational behavior. • Strong customer-service orientation with experience using human-centered and agile design approaches. • Demonstrated creativity, thought leadership, and problem-solving skills to advance talent programs. • Proven ability to manage multiple projects simultaneously in a fast-paced environment with a high sense of urgency. • Advanced presentation and facilitation skills for executive-level audiences. • Strong project management, organizational, and influencing skills with exceptional attention to detail. • Ability to lead through ambiguity, manage competing priorities, and drive effective change. • Excellent written and verbal communication skills.
