Training & Development Specialist – Emergency Communications Location: Washington, DC Employment Type: Contract Job Summary A public safety emergency communications operation in Washington, DC is seeking a Training & Development Specialist to support the professional growth of 911 call center personnel. This role is responsible for designing, delivering, and evaluating training programs that ensure operational competency and consistency. Primary Responsibilities • Design and deliver onboarding and continuing education programs • Train new and experienced emergency communications staff • Monitor trainee performance and provide feedback and evaluations • Coordinate training logistics and instructional activities • Review and update training materials to reflect operational changes • Ensure training aligns with regulatory and policy requirements Minimum Requirements • Bachelor’s degree required • At least 2 years of experience as an emergency communications operator in a 911 call center Knowledge, Skills & Abilities • Strong knowledge of emergency communications systems and procedures • Understanding of FCC regulations related to 911 operations • Knowledge of training principles and adult learning best practices • Ability to instruct staff on CAD, E-911 systems, and communication technologies • Ability to write clear and accurate policies, SOPs, and training materials • Ability to multitask and quickly evaluate emergency communication scenarios • Strong organizational and communication skills
