Job Title: Agency Attorney – Privacy Counsel (Surge Capacity) Specialty: Privacy, Data Protection & Cybersecurity Location: Brooklyn, NY (hybrid – facility details confidential) Work Arrangement: Hybrid (3 days onsite / 2 days remote) Assignment Duration: 6 Months Role Overview We are seeking a highly experienced Privacy Counsel to provide surge capacity support for a public-sector privacy program. This role delivers expert legal advice on complex, sensitive, and time-critical privacy, data protection, and cybersecurity matters supporting government-wide initiatives and leadership priorities. Key Responsibilities Legal Advice & Counsel • Provide expert legal guidance on complex privacy, data protection, and cybersecurity matters • Advise on federal, state, and local privacy laws impacting government agencies and initiatives • Prepare privacy impact assessments and advise on privacy implications of new technologies and data use initiatives Policy & Legislation • Draft, review, and shape privacy-related policies, legislation, and guidance • Monitor legislative and regulatory developments in privacy and data security and brief stakeholders on impact Contracts & Agreements • Draft, review, and negotiate privacy-related legal documents, including: • MOUs, NDAs, data-sharing agreements • Terms of service and business use cases • Multi-agency data integration agreements Compliance & Training • Develop policies, templates, guidance materials, and training documentation • Design and deliver privacy training programs for agency personnel Stakeholder Engagement & Representation • Represent senior privacy leadership in interagency, national, and international privacy forums • Coordinate with executive leadership, legislative bodies, and government stakeholders • Support public-facing privacy engagement, including panels, publications, and media collaboration (as directed) Strategic Support • Prepare legal briefs and provide strategic advice to senior government officials • Support special projects and priority initiatives as assigned Mandatory Qualifications (Candidates lacking mandatory qualifications will not be considered) • Minimum 12 years of legal experience, including: • Government legal experience or • Enterprise-level privacy program implementation/support • Active New York State Bar admission (in good standing) • Demonstrated, hands-on experience in: • Advising on complex U.S. privacy and data security laws (e.g., NYC Identifying Information Law, HIPAA, state breach laws, CCPA/CPRA, GDPR implications for U.S. entities) • Drafting and negotiating privacy-related legal agreements (MOUs, NDAs, data-sharing agreements, MSAs) • Developing organizational privacy policies, compliance materials, and guidance • Conducting or supporting privacy impact and data protection impact assessments • Advising on privacy implications of emerging technologies and digital services • Supporting enterprise or large-scale privacy programs • Monitoring and analyzing privacy legislation and regulations Communication & Collaboration Skills • Proven ability to provide strategic legal advice to senior leadership and government officials • Excellent written and verbal communication skills for legal and non-legal audiences • Demonstrated success working within interdisciplinary teams (legal, IT, policy, operations) Certifications • At least one active IAPP certification required, such as: • CIPP/US • CIPP/E • CIPM • CIPT • AIGP Preferred Qualifications • Prior experience as: • A government attorney (federal, state, or local), or • Counsel to government agencies, or • In-house counsel within a large, complex, or highly regulated organization
