Summary You will serve as a SUPERVISORY PROGRAM MANAGER as the Facilities Integrated Product Team Lead in the Fleet Readiness Centers Industrial Capability and Infrastructure (IC&I) Group, within the Headquarters of the Commander, Fleet Readiness Centers (COMFRC-HQ) of COMFLTREADCEN. Duties Help • You will serve as the Level One Integrated Product Team (IPT) lead for the Facilities IPT and provide overall direction and guidance for the IPT's organization, administration, and civilian personnel. • You will lead program development and execution for shore infrastructure planning, project development, and project execution across the program to effectively manage workload, monitor performance and productivity, and prioritize resources. • You will report to the Flag/SES level, budget and personnel management for assigned activities in any and or all phases of the acquisition life cycle for the command's shore infrastructure planning and management. • You will develop action plans to achieve mission requirements for Military Construction, Minor Construction/Capital Investment Program, Unspecified Minor Military Construction, and facility sustainment, restoration, and modernization projects. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA). • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Utilizing expertise in infrastructure lifecycle management, including planning, programming, budgeting, project execution, operations and maintenance of facilities and utilities, and/or base operations support; 2) Developing and maintaining plans of actions and milestones to achieve command mission requirements with Military Construction, Minor Construction/Capital Investment Program, Unspecified Minor Military Construction (UMMC), and facility sustainment, restoration, and modernization projects; 3) Developing and facilitating briefs to decision makers on project or program status; 4) Project and/or program leadership experience, including planning work and adjusting priorities and schedules in order to meet requirements.
