National CASA/GAL Association Job Description Operations Officer The National Court Appointed Special Advocate/Guardian ad Litem (CASA/GAL) Association for Children fulfills society’s most fundamental obligation by making sure a qualified and compassionate adult will fight for and protect the best interests of children who have experienced abuse or neglect. The mission of National CASA/GAL, together with its local program and local members, is to support and promote court-appointed volunteer advocacy so that every child can be safe, establish permanence and have the opportunity to thrive. Today, only 40% of children in the system have access to a CASA/GAL volunteer. The National CASA/GAL organization is committed to ensuring 100% of these children have access to a CASA/GAL volunteer. Breaking New Ground In 2019, National CASA/GAL launched a multi-year campaign, “Change a Child’s Story”. The campaign is an integrated campaign designed to reach out to a wide range of constituent groups and was deployed across a wide spectrum of media. In addition to this campaign, National CASA/GAL has developed a new strategic framework that is informing and guiding our efforts through a major reorganization, development of a new business model, and a plan for the future direction of our organization, including the launching of a major capital campaign. The leadership team that will drive these changes will be hands-on leaders, critical thinkers and problem solvers, relationship builders, collaborative decision-makers, as well as effective communicators, and entrepreneurial and change leaders. Position Purpose & Summary The National Court Appointed Special Advocate/Guardian ad Litem (CASA/GAL) Association for Children fulfills society’s most fundamental obligation by making sure a qualified and compassionate adult will fight for and protect an abused or neglected child’s best interest. The mission of National CASA/GAL, together with its state and local members, is to support and promote court-appointed volunteer advocacy so that every abused or neglected child can be safe, establish permanence and have the opportunity to thrive. The Operations Officer oversees the internal and network standard operating procedures, support systems and processes, operations, and infrastructure and supports the Chief Operating Officer with day-to-day operations with direct responsibility and oversight of the three National CASA/GAL offices. Oversee member services, procurement, and project administration, develop oversees systems and processes and standard operation procedures that ensure effective and efficient support to the CASA/GAL Network. The Operations Officer’s primary responsibility is ensuring organizational efficiencies, processes and procedures are managed effectively. Core Duties and Responsibilities Operations: · Manage the day-to-day operations for offices and office and operational functions · Develop strategy and process for a system of management for organizational improvements which evaluates and improves the operational systems, processes and policies in support of building a more effective organization. · Review, recommend and implement improvements for organizational wide workflow, processes and procedures. · Oversee facility management of the Seattle, Atlanta and DC offices. · Is the primary contact with landlords for all offices and manages facilities in each office. · Establish all operational policies and procedures · Coordinate internal audits on key systems and processes. Present findings and make recommendations for improvements. · Manage a risk management policy for the organization and review, maintain and oversee organizational insurance needs and policies. · Ensure safety and emergency protocol and policies are relevant and up to date. · Ensures charitable registrations, business registrations and licensing · Develop systems and report for federal reporting and compliance as needed. · Support human resources and administrative functional areas to include the onboarding and offboarding of staff and ensure the training and development of national staff in adherence with standards · Ensure and support adherence to National CASA/GAL standards and support the compliance and national standards review process · Support the Finance team in internal auditing and the annual audit process · Manage organizational policies and procedures and record keeping systems Procurement /Project Management · Manage the procurement process across the organization as well as contractor and vendor management oversight. · Ensures contract management and budget adherence for all projects · In partnership with Project Leaders, ensures that project management plans are developed and followed for each project. · Establish vendor relationship management strategy and provide guidance in regard to vendor contracts. · Ensures the successful management of organizational projects · In partnership with the legal Counsel, oversee all vendor, consultant, and supplier contracts to ensure compliance with funding restrictions and fulfillment of obligations. Technology: · Manage technology vendor relationships to include helpdesk and salesforce managed services · Ensure proper management and data record keeping and systems · Works in partnership and provides coordination and integration of technology with the other areas of the organization. · Leads technology planning efforts in support of the advancement of organizational goals and responsibilities. · Oversees the strategic alignment of technical systems with the future direction of the organization and in supporting a more efficient and effective way of providing service to the network using technology. Network Administration and Support Ensures the proper execution of the membership process and membership renewal process. · Ensures logistics for Highly Effective Review process · Manages logistics for other organizational projects · Ensures the effective day to day support needed for network development team and operations supporting network programs. · Ensures effective network data collection and reporting processes · Manages all systems and processes that support services to the CASA/GAL Network · Plays an active role in supporting and managing logistics for CASA/GAL conferences and large meetings. MBA preferred. · Minimum five years of experience in operations management to include team leadership and supervision.
