The anticipated hiring range for this position will be $83,556 to $125,330, based on the candidate’s qualifications and experience. WHO WE ARE The Office of Community Use of Public Facilities (CUPF) works with community groups and individuals to plan for, and issue permits for, use of space for events and programs in Civic Spring Civic Building at Veterans Plaza. WHO WE ARE LOOKING FOR We are seeking an experienced and highly organized Program Manager II (Grade 25) to oversee the daily operations, staff, and programming of the Silver Spring Civic Building and Veterans Plaza. The ideal candidate will have at least five years of professional experience in event or facility management, with some supervisory or personnel management experience. An equivalent combination of education and experience may be considered. The successful candidate will demonstrate strong leadership, communication, and customer service skills, as well as the ability to work collaboratively with a wide range of stakeholders—including County, State, and Federal officials, community organizations, nonprofits, private businesses, and members of the public. This position requires a solutions-oriented manager who can successfully balance the competing demands of a busy public facility while maintaining compliance with County regulations. We’re looking for someone who can manage complex operations, supervise a diverse team, and navigate challenging situations with diplomacy and professionalism. The ability to manage contracts, oversee grant programs, and coordinate with various County agencies is essential. The candidate must also be able to work evenings and weekends as needed to support eventsand be comfortable using Microsoft Teams and other tools for communication and coordination. Duties include but are not limited to: • Manage Day-to-Day Facility Operations Oversee all business operations of the Silver Spring Civic Building and Veterans Plaza, ensuring smooth scheduling, setup, and coordination of hundreds of public and private events annually. • Supervise Staff and Contractors Directly manage a team of 5 staff (full- and part-time), including administrative, custodial, and security personnel. Handle staffing schedules, task assignments, performance oversight, and coordination with support contractors. • Administer Community Access and Ice Rink Programs Manage the Community Access Program (CAP) that provides grant subsidies to community users and oversee the contract and operations for the Veterans Plaza ice rink. • Coordinate with County and Partner Agencies Work closely with the Regional Services Center, Urban District, DGS, HHS, and other County agencies to coordinate shared services, address operational needs, and support building occupants and outside partners. • Handle Conflict Resolution and Public Relations Serve as a liaison and mediator to resolve conflicts between users, community groups, and stakeholders. Respond to sensitive or urgent issues and represent CUPF at meetings and public events. • Ensure Regulatory Compliance and Safety Monitor event permits and ensure compliance with County regulations including crowd size, noise, traffic, licensing, and public safety in collaboration with law enforcement and permitting agencies. • Contribute to Budgeting and Strategic Planning Provide input into budget development and revenue-generating activities. Analyse usage trends, recommend policy or fee changes, and contribute to long-range planning for CUPF operations at the facility. Presentations, trainings, meetings, and events often occur during evenings and/or weekends. Thus, evening and weekend work is required. This position requires possession of a valid driver’s license and the ability to drive a county vehicle to event locations, attend meetings, and perform other work at locations outside the office. To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe. Experience: Five (5) years of professional experience managing operations in a customer-focused environment, coordinating programs and services for diverse stakeholders, overseeing contracts and budgets, and collaborating with multiple agencies and organizations. Previous supervisory experience is required. Education: Graduation from an accredited college or university with a Bachelor's Degree. Equivalency: An equivalent combination of education and experience may be substituted. Driver’s License: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following: • Experience managing a significant program area or service utilizing multiple resources and making decisions with long-range strategic implications or policy precedence implications. • Experience in supervision and training of employees, volunteers, and contracted workers, • Experience in oral and written communications that convey information (i.e., training materials/presentation, procedural documentation, correspondence, reports requiring research prior to making recommendations) • Experience in facilitating access to and managing operations of indoor and outdoor event venues. • Experience in managing all aspects of event coordination, including venue selection, logistics, vendor relations, and on-site support. • Familiarity with event management software, reservation systems, and scheduling platforms such as Vermont Systems, RecTrac, and WebTrac. • Experience in delivering customer service and hospitality with an overall focus on the total customer experience from beginning to end. • Experience in working with venue owners and managers to ensure facilities are in acceptable condition including cleaning, general maintenance, furnishings, audio-visual, and other equipment. • Experience working with culturally diverse and politically involved community groups.
