WHO WE ARE LOOKING FOR Are you a strategic thinker with a strong background in finance, administration, and leadership? The Department of Public Libraries is seeking a Business Manager to lead its Business Office and oversee a broad range of administrative, financial, and operational functions. This position reports directly to MCPL's Assistant Director for Business Operations and works collaboratively with multiple County and State agencies. MCPL provides services to all ages from 21 full-service library facilities and the full-service library in the Montgomery County Correctional Facility. This service is provided to a majority/minority County of over 1 million residents. This is professional administrative work whose primary job is to provide oversight and leadership in the areas of budget, personnel administration and management for the Department of Public Libraries. The selected candidate is part of the library's executive administrative team. This manager coordinates the preparation of MCPL's annual budget and Capital Improvement Plan and oversees the planning and coordination of MCPL's participation in various State and Federal grant programs and contractual agreements. In addition, this position supervises and participates in the review of financial statements and prepares a variety of monthly, quarterly and annual personnel, financial and other special reports. • This position is open to Montgomery County Government employees only. • Lead the preparation, review, and presentation of the department’s operating, capital, and grant budgets. • Conduct cost-benefit analyses and make data-driven recommendations to department leaders and program managers. • Serve as a key liaison during budget presentations to department leadership, the Office of Management and Budget (OMB), and the County Council. • Oversee departmental administrative functions including finance, procurement, grants, payroll (MCtime), human resources, and major capital improvement projects (CIP). • Supervise and evaluate a team of seven professional and para-professional staff within Central Administration and Collection Management. • Manage revenue oversight, ensuring proper collection and allocation in coordination with the Department of Finance using Oracle systems. • Serve as a departmental liaison with multiple County and State agencies including OMB, Finance, DGS, TEBS, OCA, Procurement, OHR, and others. • Provide leadership and support in emergency operations as part of the department’s Continuity of Operations Plan (COOP); position is designated as mission critical. What We’re Looking For: • Proven experience in budget development, financial analysis, and public sector administration. • Strong leadership and team management skills. • Ability to interpret complex policies and effectively communicate with internal and external stakeholders. • Experience with Oracle financial systems and government budget processes is highly desirable. • Skilled in navigating cross-departmental collaborations and balancing multiple high-level projects. Experience: Five (5) years of progressively responsible professional experience in budget and/or financial management. Education: Graduation from an accredited college or university with a bachelor’s degree. Bachelor’s Degree with a major in Finance, Business Administration, or Accounting is preferred. Equivalency: An equivalent combination of education and experience may be substituted.
