MTSI is seeking a Senior Technical Orders Manager. This position is in support of the AFLCMC Presidential and Executive and Airlift Directorate (AFLCMC/WV) located at Wright-Patterson AFB, OH. AFLCMC/WV acquires and sustains special-purpose aircraft, including technologies and capabilities for command, control, communications, militarization, survivability and Intelligence, Surveillance, Reconnaissance (ISR) and executes Foreign Military Sales (FMS) on common aeronautical systems. This position specifically supports the VC-25B program office. The person selected for this position will be responsible for managing the technical content and format of assigned flight manual publications. The person selected for this positions must have a working knowledge of AFI 11-215, AFT 00-5-3 and DAFI 63-101/20-101 as a Flight Manual Manager working within a Flight Manual Program with TOMA responsibilities. Responsibilities: • Perform Technical Data management and analyses; write reports, recommend actions, or perform any related tasks that provide logisticians the capabilities to acquire, store, and manage in a timely, efficient, cost- affordable manner the recorded information needed to translate system and equipment design requirements into discrete engineering and logistics considerations; and manage a TO/Technical Data Library. • Prepare data management plans, TO verification plans, and TO management plans. • Assist in identifying engineering data requirements and data rights claims. • Review, track, and monitor verification and delivery of engineering/technical data; identify requirements for applicable technical manuals. • Review and analyze deficiency reports (DRs) and assist in conducting root cause analyses of the S1000D technical data in order to identify any problems and areas for improvement and address product support elements: 1) computer resources & information technology, 2) design interface, 3) facilities & infrastructure, 4) maintenance planning and management, 5) manpower and personnel, 6) packaging, handling, storage, and transportation (PHS&T), 7) product support management, 8) supply support, 9) support equipment/automatic test systems (SE/ATS), 10) sustaining/system engineering, 11) technical data management/TOs, and 12) training, to ensure all integrated product support requirements for the assigned program are identified and tailored to the customer’s needs. • Provide support to accomplish the review and generation of logistics support documentation, including the following: Integrated Logistics Support Plans (ILSP), Life Cycle Sustainment Plans (LCSP), Technical Manuals/Orders (TM/TO), Logistics Assessments, and Work/System Specifications to ensure the documentation meets Government product support requirements. • Participate in integrated product support management team meetings, program management reviews, and other related meetings. • Assist in producing or reviewing documents for program office use that support the breadth of acquisition and sustainment logistics efforts. • Support the program office during Materiel Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment, and Operations and Support phases. • Apply logistics knowledge to perform various tasks related to the planning, development, implementation, and management of a comprehensive, affordable, and effective systems support strategy. • Develop, modify, prepare and/or validate documentation in relation to automated logistics or maintenance data reporting systems, and management information systems. Familiar and working experience with: • Flight Crew Ops Manual (FCOM) • Quick Reference Handbook (QRH) • Communications System Operator Manual (CSO) • Flight Attendant Manual • Baggage Cargo Loading Manual • Airplane Flight Manual Supplement (Flight Operations) • Dispatch Deviation Guide (Flight Operations) • Responsible for managing the technical content and format of assigned flight manual publications. • Issue all ITOs/RACs affecting the assigned weapon system/commodity • Ensure new or modified flight manual data is verified as soon as possible to ensure flight crew members do not operate aircraft without proper flight manual data IAW AFI DAFI 63-101/20-101 Qualifications: • High School diploma and 13 years relevant experience, or • Bachelor’s degree with nine years of relevant experience in relevant field, or • Master’s degree with seven years of relevant experience, or • Doctorate with four years of relevant experience • Active SECRET Clearance
