Position Overview The Senior Data Analyst / Operational Technology Specialist will support the Head Start Monitoring System, a nationwide initiative administered by the Office of Head Start (OHS) under the Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS). This role combines advanced data analytics, technical system oversight, and operational security acumen to enhance program visibility, accountability, and performance outcomes. You will lead analytical projects, design and optimize data systems, and deliver insights that inform decisions across Head Start’s national portfolio of early childhood education programs. About the Program The Head Start (HS) program is a nationwide initiative providing comprehensive child development services to low-income children (birth to age five) and their families. Related branches include: • Early Head Start (EHS): Supports infants, toddlers, and pregnant individuals. • Migrant and Seasonal Head Start (MSHS): Serves children of migrant and seasonal farmworker populations. • American Indian/Alaska Native (AIAN): Serves children and families from tribal nations and organizations. Under Section 641A [42 U.S.C. 9836A] of the Head Start Act, OHS requires periodic monitoring and review of all federally funded Head Start programs. MLS supports this mission by providing advanced analytics, system modernization, and operational security to strengthen transparency, performance, and accountability nationwide. Key Responsibilities • Lead the design, development, and maintenance of data pipelines and database architectures supporting program monitoring and analytics. • Conduct data programming using SQL, Python, or equivalent tools to perform advanced analysis, validation, and transformation. • Oversee data cleaning, structuring, and quality assurance to ensure accuracy and consistency across systems. • Analyze, interpret, and communicate qualitative and quantitative findings clearly for diverse audiences, including grantees, federal leadership, and Congress. • Design, develop, and maintain Tableau dashboards and other visualization tools to deliver actionable insights. • Prepare comprehensive reports, issue briefs, and presentations for program and leadership review. • Author and maintain technical documentation, analysis specifications, and metadata repositories. • Design and implement performance measurement frameworks and reliability monitoring systems. • Manage complex data projects and mentor junior analysts to ensure quality and efficiency under tight deadlines. • Collaborate with IT, cybersecurity, and business teams to ensure data integrity, operational resilience, and compliance with federal standards. Requirements • Bachelor’s Degree (preferably in Computer Science, Data Science, Information Systems, Engineering, or Business). • 6+ years of professional experience in data analytics, operational technology, or applied data management. • Advanced proficiency in SQL, Python, or similar data programming languages. • Demonstrated ability to translate complex data requirements into clear, actionable analysis and reporting deliverables. • Exceptional written and verbal communication skills, including the ability to create high-impact data reports, dashboards, and visual presentations. • Strong organizational and project management skills with attention to detail and quality. Preferred Qualifications • Deep understanding of Head Start, Early Head Start, and early childhood education systems. • Knowledge of Head Start Program Performance Standards (HSPPS) and quality improvement frameworks. • Experience supporting social services, early learning, or federal monitoring programs. • Familiarity with Quality Rating and Improvement Systems (QRIS), professional development systems, early learning guidelines, and child assessment processes. • Experience developing Tableau dashboards and managing data visualization workflows. • Familiarity with federal reporting, monitoring frameworks, or performance measurement systems.
