Salary Range: $155,000 - $165,000 Summary: The Georgia Superior Court Clerks’ Cooperative Authority (GSCCCA), a client of Millennium Information Tek, is actively seeking a Development Manager to lead the software development team within the Product Management Group. The Development Manager is responsible for team performance, technical direction, and delivery execution across the full software development lifecycle (SDLC). This management role requires a strong software development background and proven leadership skills. The Development Manager owns the organization's change control process, leads the modernization of development metrics and project tracking, and is responsible for recruiting, hiring, and managing both full-time staff and consultant resources. The Development Manager reports to the Director of Product Management. Duties and Responsibilities: • Lead, mentor, and manage a team of software developers, fostering a high-performing and collaborative culture • Serve as the hiring authority for development team positions, including full-time staff and consultant resources, in collaboration with the Director of Product Management • Source, onboard, and manage consultant and contract resources to supplement team capacity as needed • Drive the organization's legacy application rewrites and redesigns, prioritizing and sequencing the work efficiently • Own and administer the organization's change control process, ensuring all system changes are properly reviewed, approved, documented, and communicated • Modernize development metrics collection practices to provide meaningful visibility into team performance, code quality, and delivery health • Improve project tracking processes and tooling to ensure accurate, real-time status reporting and on-time delivery across the development portfolio • Oversee the SDLC across all active projects, ensuring adherence to development standards, best practices, and quality benchmarks • In conjunction with the Director of Product Management, align development priorities with organizational goals and strategic initiatives • Collaborate with business stakeholders to understand requirements, communicate development timelines, and manage expectations • Conduct performance reviews, establish goals, and provide ongoing coaching and feedback to team members • Evaluate and recommend tools, technologies, and methodologies to continuously improve team efficiency and delivery quality • Leverage AI-assisted tools and MCP server integrations to support management workflows, reporting, analysis, and operational decision-making • Identify and mitigate risks across the development portfolio, escalating to the Director of Product Management as appropriate • Other job-related duties as assigned Skills and Competencies: • Strong working knowledge of the Microsoft development stack (C#, .NET, SQL Server) sufficient to provide technical oversight and credible leadership to the development team • Software Development Lifecycle (SDLC) methodologies and governance • Agile/Scrum project management and team facilitation • Legacy system assessment and management; modernization planning • Change control processes, documentation standards, and release governance • Software development metrics, KPIs, and team performance measurement • Consultant and vendor management, including sourcing, onboarding, and performance oversight • Microsoft Azure - cloud services oversight and resource management at a planning and operational level • AI-assisted development tools (e.g., OpenAI Codex, Claude Code, and similar models) - proficient in leveraging these tools to produce code artifacts and automate management and operational workflows • Project management and tracking platforms • Microsoft Azure DevOps - familiarity with Boards, Repos, Pipelines, and related development workflow tools; platform administration experience preferred • Technical Writing and Documentation • Strong verbal and written communication skills, with the ability to present effectively to both technical and non-technical audiences • Must possess the ability to work effectively in a politically sensitive environment, balancing competing interests while maintaining objectivity, professionalism, and strong interpersonal relationships • Ability to work across organizational levels and with outside stakeholders and consultant resources Education and Experience: • Bachelor's degree required with a degree in Computer Science, Computer Engineering, MIS or related field preferred • Minimum 8+ years of experience as a software developer with a strong background in .NET/C# development required • Minimum 3+ years in a development lead or management role required • Demonstrated experience leading legacy system modernization required • Demonstrated experience sourcing and managing contractor or consultant development resources required • Experience with change control processes and release governance required • PMP, Scrum Master, or equivalent project management certification preferred • Experience with large, highly transactional enterprise-level applications preferred • Experience with Microsoft Azure at a planning or architectural level preferred About the Company: Millennium Information Tek (MIT) provides embedded IT staffing and technology for the courts sector.
