A Government Contract Assistant Manager supports the contract lifecycle from pre-award through post-award phases, ensuring compliance with federal acquisition regulations (FAR/DFARS), organizational policies, and project requirements. This role involves hands-on involvement in preparing, reviewing, negotiating, executing, and managing government contracts, amendments, and modifications. The Assistant Manager acts as a liaison between government agencies, internal departments, subcontractors, and legal/compliance teams. Responsibilities 1. Contract Lifecycle Management • Oversee and manage government contracts from early-stage proposal development through final close-out. • Ensure timely submission of required contract documentation, compliance certifications, and deliverables. • Track and monitor contract performance, modifications, and option year exercises. 2. Proposal and Bid Support • Support pricing and proposal teams in responding to RFPs, RFQs, and RFIs. • Review and interpret solicitation documents and contract clauses for compliance and risk exposure. • Coordinate internal bid reviews and compliance matrices. 3. Contract Review and Negotiation • Assist in the negotiation of contract terms, conditions, and pricing in collaboration with legal and business development. • Ensure contracts align with applicable FAR/DFARS clauses, agency supplements, and organizational standards. 4. Compliance and Risk Management • Ensure adherence to all regulatory requirements, including FAR, DFARS, ITAR, and organizational policies. • Maintain contract files, audit trails, and required documentation for internal and external audits. 5. Communication and Stakeholder Coordination • Serve as a point of contact between internal teams (legal, program managers, finance) and external stakeholders (government contracting officers, subcontractors). • Prepare and deliver contract status reports and risk assessments to leadership. 6. Contract System & Documentation Management • Maintain accurate contract data in the contract management system (e.g., Costpoint, SAP, or similar). • Assist in developing contract templates, SOPs, and compliance checklists. What Success Looks Like in the Position • Accuracy & Timeliness: All contract documents are processed and submitted accurately and on time. • Compliance: Zero compliance issues during internal or external audits. • Stakeholder Satisfaction: Internal departments and external partners have clear, timely communication and contract visibility. • Proactive Risk Management: Potential risks and non-compliance issues are identified early and mitigated effectively. • Contract Performance Visibility: Leadership receives regular, reliable updates on contract health and performance. • Team Collaboration: Actively supports cross-functional teams during proposal, negotiation, and contract execution phases. How This Role Fits into the Organization The Government Contract Assistant Manager is a key support role within the contracts or legal/compliance department, bridging government customers and internal stakeholders. QualificationsEducation: • Bachelor’s degree in Business Administration, Government Contracts, Public Administration, Law, or related field. • Preferred: Master’s Degree or JD, especially for roles with higher-level negotiation responsibilities. Experience: • 3–5+ years of direct experience in government contract administration or management. • Demonstrated experience working with micro, medium, and large-scale contracts across sectors such as aerospace, marine/aeronautical, construction, industrial, or architectural services. • Familiarity with pre-award, award, and post-award contracting processes. Skills: • Strong understanding of FAR/DFARS, ITAR, and other federal regulations. • Excellent verbal and written communication skills. • Strong organizational skills and attention to detail. • Ability to interpret complex contractual clauses and assess risk. • Proficiency in contract management tools (e.g., Deltek Costpoint, SAP, Unison, or equivalent). • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Certifications (Preferred but not required): • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) through NCMA. • DAWIA Level I or II certification (for DoD-related contracts).
