Job Title: Sr Data Architect Duration of contract: 6-month with possible extension to a year Location: 100% Remote working on MDT timezone Project Overview/Background Our public sector state agency client's Health Information Technology (HIT) team is seeking a highly experienced and skilled Senior Data Architect consultant with significant expertise in Health Information Technology (HIT) to support its data-driven decision-making initiatives by performing gap analysis and risk assessments and driving data and cloud migration strategies to modernize and optimize healthcare infrastructure various business functions for critical HIT initiatives for a [duration] engagement. This consulting role will be instrumental in deriving actionable insights that inform and improve business outcomes, ultimately supporting our client's mission to deliver the best experience for vulnerable populations in the forensic mental health space. The successful consultant will leverage modern data tools and work closely with business stakeholders, product teams and IT to translate complex data into clear, concise and impactful data-driven decisions. Vision: • Understand and strategically advance the Health Information Technology vision • Communicate this vision to other state agencies and vendors to ensure alignment, understanding and success of technical partners. Scope of Work & Objectives The Senior Data Analyst consultant will be responsible for, but not limited to, the following: • Architectural Design • Lead the development and implementation of scalable, secure and compliant healthcare systems architecture. • Collaborate with stakeholders to define architecture roadmaps aligned with business objectives. • Data and Cloud Migration • Design and oversee the migration of healthcare data and systems to modern cloud platforms. • Ensure seamless transitions with minimal disruption to operations, safeguarding data integrity and compliance. • Partner with IT and operations teams to modernize legacy systems and leverage cloud-native solutions for improved scalability and performance. • Gap Analysis • Evaluate existing healthcare systems, processes, and workflows to identify inefficiencies or unmet needs. • Develop actionable recommendations to close operational and technical gaps. • Risk Assessment • Identify, assess, and prioritize risks associated with system implementations, migrations and updates. • Develop mitigation strategies and ensure compliance with healthcare regulations (e.g., HIPAA, HITECH). • Stakeholder Engagement • Work closely with clinical, operational, and IT teams to ensure solutions meet organizational needs. • Present findings and proposals to executive leadership in a clear and actionable manner. • Regulatory Compliance • Ensure all architectural designs and migration plans adhere to relevant industry standards and legal requirements. • Stay updated on trends and emerging risks in healthcare technology. • Continuous Improvement • Monitor the performance of healthcare systems and cloud platforms to ensure they meet evolving needs. • Provide mentorship and leadership to junior architects and technical staff. • Stakeholder Collaboration & Communication • Act as a primary liaison between technical data teams and non-technical business units, facilitating effective communication of data needs and analytical outcomes. • Lead meetings and workshops to gather requirements, present findings and influence data-driven strategies. • Mentor junior analysts and promote best practices in data analysis and visualization. • Problem Solving & Innovation • Proactively identify opportunities for data utilization to solve business problems and improve decision-making processes. • Research and recommend new analytical techniques, tools and methodologies to enhance the team's capabilities. • Troubleshoot data-related issues and provide timely resolutions. Key Deliverables The contractor shall deliver the following, as agreed upon during the engagement: Data Strategy and Architecture Blueprint • Conceptual, Logical and Physical Data Models: blueprints for how data is structured, defining the relationships between different data entities (e.g., Patient, Encounter, Lab Order) and how they will be stored and accessed. • Data Flow Diagrams and Architecture Diagrams: visuals illustrating how data moves through the organization's systems, from ingestion to consumption, mapping out data sources, data pipelines (ETL/ELT processes), data warehouses, data lakes and data marts. • Technology Stack Recommendations: select and justify the data-related technologies, including databases, cloud platforms (AWS, Azure, GCP), data warehousing solutions (Snowflake, Redshift), and data integration tools, that best fit the organization's needs and budget. Data Governance and Compliance Framework • Data Governance Policies: define who owns the data, who can access it and the standards for data quality, consistency and security. • Regulatory Compliance Plans: ensure the data architecture adheres to regulations including the but not limited to Health Insurance Portability and Accountability Act (HIPAA,, implementing necessary controls such as data encryption, access logs, and audit trails. • Master Data Management (MDM) Strategy: a plan to manage and maintain a single, trusted source of key data entities, such as patient identities, provider information and medical codes, to ensure data accuracy across the organization. Data Integration and Interoperability Solutions • FHIR, HL7, and CCDA Integration: design systems that utilize industry-standard protocols like Fast Healthcare Interoperability Resources (FHIR), Health Level Seven (HL7) and Consolidated Clinical Document Architecture (CCDA) to enable seamless data exchange between Electronic Health Records (EHRs), labs and other clinical systems. • ETL/ELT Pipeline Designs: design and optimize data pipelines to efficiently extract data from various sources (e.g., EHRs, claims databases, medical devices), transform it into a usable format and load it into the central data stores for analysis. Performance and Optimization Plans • Performance Tuning and Optimization: deliver plans for monitoring and improving the performance of databases and data pipelines to ensure fast query responses and efficient data processing. • Scalability and Reliability Strategies: create strategies to ensure the data ecosystem can handle increasing volumes of data and can recover gracefully from failures. Contractor Qualifications & Experience The ideal candidate will possess the following qualifications: • Education: Bachelor's or Master's degree in Healthcare Informatics, Computer Science, Information Systems, Data Science or a related field. • Experience: • 8+ years in healthcare systems architecture or related roles. • Demonstrated expertise in gap analysis, risk assessment and data/cloud migration within healthcare environments. • Proven track record of leading successful system designs, implementations, and migrations. • Strong understanding of data modeling, database management, SQL, and ETL processes in the public sector. • Familiarity with data warehousing, big data and analytics platforms in a healthcare context. • Solid understanding of healthcare regulatory compliance (HIPAA, HITECH, GDPR, 21st Century Cures Act). • Experience with agile development methodologies (Scrum, Kanban) and tooling (Jira, Confluence). • Technical Skills: • Expertise in enterprise architecture frameworks (e.g., TOGAF, Zachman). • Strong knowledge of healthcare standards HL7, FHIR and DICOM. • Hands-on experience with cloud platforms (e.g., AWS, Azure, Google Cloud) and data integration tools. • Deep understanding of EMR/EHR systems and legacy system modernization. • Soft Skills: • Exceptional analytical and problem-solving skills. • Strong leadership, communication and interpersonal skills. • Ability to work independently and as part of a distributed team. • Excellent presentation and documentation skills. • Ability to manage multiple priorities and deadlines effectively.
