Job Description: Meade Engineering is seeking a Bid Project Manager to serve as the dedicated internal project manager for competitive RFPs. This non-client-facing role involves working closely with the Bid Team to lead the proposal development process. The position focuses on analyzing RFPs, estimating required hours and resources, coordinating internal teams, and ensuring accurate, high-quality submissions while leveraging historical data for competitive bidding in mission-critical and commercial infrastructure sectors. The ideal candidate is highly organized, detail-oriented, and excels in data analysis and project management tools. Job Duties: • Serve as the assigned Project Manager for each competitive RFP, leading the Bid Team through the full internal bid lifecycle from opportunity receipt to final submission. • Conduct thorough reviews of initial RFP documents and lead kick-off calls to align the team on requirements, scope, risks, and strategy. • Collect and analyze detailed information to accurately estimate the hours and resources needed to complete the project, drawing from historical quoted projects, past labor allocations, and internal expertise. • Develop detailed bid schedules, assign tasks, track progress, and manage timelines to meet strict submission deadlines. • Collaborate with engineers, estimators, subject matter experts, and leadership to gather precise inputs on technical approaches, hours, and pricing. • Maintain compliance matrices, track all deliverables, and ensure responses fully align with RFP requirements while incorporating lessons learned. • Oversee content development, including technical narratives, project summaries, resumes, and graphics, ensuring consistency and quality. • Facilitate internal reviews, incorporate feedback, and manage revisions to produce polished proposals. • Prepare and submit proposals electronically using the Procore bidding and proposal management system, ensuring accurate data entry, formatting, and compliance. • Utilize the company's project management system to track bid progress, manage documentation, and coordinate team efforts. • Maintain and update a proposal content library, templates, historical data repository, and best practices for ongoing improvement. • Support post-submission activities such as clarifications and lessons learned documentation. • Additional duties as assigned. Qualifications: • Bachelor's degree in Engineering, Construction Management, Business, or a related field. • 5+ years of experience in proposal/bid management or project management within the AEC (architecture, engineering, construction) industry, with a focus on competitive RFPs. • Proven ability to manage complex, technical proposals under tight deadlines. • Strong understanding of RFP/RFQ processes, compliance requirements, and proposal development. • Experience analyzing RFP documents, developing compliance matrices, and coordinating multidisciplinary teams. • Advanced proficiency in Microsoft Excel, including creating complex tables, VLOOKUPs, managing formulas, pivot tables, and data analytics/reporting for estimating hours, costs, and bid analysis. • Excellent organizational, time-management, and multitasking skills with superb attention to detail. • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and document management tools. • Experience with project management systems and electronic proposal submission platforms (Procore experience highly preferred). • Experience in the data center, mission-critical infrastructure, or MEP engineering sector is a plus.
