Director of Environment, Safety and Risk Management (DOT Executive III) – Grade 23 Executive Service (This position serves at the pleasure of the Appointing Authority) • *MVA Promotional Only** (You must be a current Contractual, State Temporary or Career Service employee of the Maryland Motor Vehicle Administration) The Director of Environment, Safety and Risk Management (DOT Executive III) has a critical role in MVA’s Management team. This position provides direction and guidance to all MVA personnel relative to environmental, safety, risk management and compliance. Some of the essential duties of the Director of Environment, Safety and Risk Management include, but are not limited to the following: • Serving as the agency’s expert Environmental Compliance • Managing and overseeing the implementation of a comprehensive environmental compliance program to ensure that all MVA facilities as well as MVA projects comply with applicable federal and state environmental laws, regulations and internal policies • Managing and overseeing a robust 3rd party Environmental Auditing program to provide validation to the MVA’s overall compliance efforts • Managing and overseeing the creation, implementation and modification of policies, procedures and operating guidelines to comply with frequent changes to applicable environmental regulations and laws • Managing and overseeing the development and implementation of a systematic approach to minimizing and mitigating the environmental impact of operations at all facilities in consultation with the MVA’s Counsel and Facilities Management and Engineering • Overseeing and managing safety and risk management responsibilities to include development, implementation and management of the Risk Management program • Management and oversight of the MVA’s Safety and Risk Management Program to include assessment of potential risk liabilities; create, implement and manage programs to control liability; work with senior management in the development of programs for their area to reduce risks and potential losses • Identifying staffing needs as well as when organizational adjustments are needed within the office • Managing the oversight and evaluation of contractor performance and apply liquidated damages and/or other disciplinary actions if necessary • Determining employee relations and/or morale issues, the root cause or the issue, developing a resolution and communicating with the employee and/or supervisor of the action(s) taken and performing follow-up as needed The current vacancy exists at MDOT MVA in the Office of Financial Management, which is located in Glen Burnie, MD. You can learn about our amazing benefits here: MDOT Benefits Preferred Qualifications Education: Bachelor's degree from an accredited college or university in Environmental Science, Environmental Engineering, Occupational Safety & Health, Industrial Hygiene, Risk Management, Public Administration, or a related field Experience: Seven (7) years of professional experience in environmental compliance, environmental program management, occupational safety, risk management, or a related field. Three (3) years of experience in managerial or supervisory roles overseeing environmental, safety, or risk management programs within a complex organization. The ideal candidate will possess: • Comprehensive knowledge of federal and state environmental laws and regulations. • Demonstrated expertise in environmental compliance • Strong leadership and management skills • Experience conducting and managing environmental and safety audits • Advanced analytical and problem-solving abilities • Proficiency in risk management • Exceptional communication skills. • Strong policy development skills • Experience managing contractor performance • Ability to diagnose and address employee relations or morale issues • A strategic, forward-thinking mindset Employees in this classification may be assigned duties which may require the operation of a motor vehicle. Professional certifications such as CSP (Certified Safety Professional), CHMM (Certified Hazardous Materials Manager), CEP (Certified Environmental Professional), ARM (Associate in Risk Management) or similar credentials are highly desirable.
