Description Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking an experienced Program Manager – Grant Solicitation & Peer Review Support for an upcoming opportunity to lead planning, coordination, and oversight of all solicitation and peer review support under NASA’s Research and Education Support Services (NRESS) contract. This role involves strategic planning, resource management, team leadership, and direct engagement with the NASA customer to ensure the successful execution of contract tasks and panel events. Key Responsibilities • Task Planning & Proposal Development • Collaborate with government program managers to identify and define task requirements. • Propose solicitation and peer review support tasks, including estimating contractor resource needs. • Manage the development, compilation, and delivery of proposal information tailored to solicitation and panel requirements. • Team Leadership & Resource Management • Allocate and oversee human capital and other resources assigned to tasks. • Lead multi-disciplinary teams including solicitation specialists, logistics experts, support scientists, and other contractor personnel. • Supervise Solicitation Specialists and support staff during panel events and meetings. • Project Execution & Accountability • Ensure effective and timely planning, execution, and close-out of assigned tasks, panels, and meetings. • Maintain accountability for the success and quality of panel events and overall task performance. • Monitor resource expenditures and task performance to ensure alignment with contract scope and objectives. • Reporting & Communication • Provide regular updates and reports on technical progress and resource utilization to stakeholders, including NASA Program Managers. Required Qualifications • B.S./B.A. degree in Business Administration, Management, Communications, or related field • 15 years of project management experience, including demonstrated supervisory experience • Proven experience managing multiple, concurrent grant/peer review panels • Proven experience managing staff and project budgets • Experience with data analytics and presentation • Excellent organizational, problem-solving, and communication skills • Proficiency in Microsoft Office • U.S. Citizenship and ability to obtain a NASA Public Trust clearance. Preferred Qualifications • Experience supporting federal science agency events (NASA, NSF, NIH, etc.). • Master’s degree • Experience managing scientific, technical review panels • Familiarity with dual-anonymous / double-anonymous peer review methodology • Certification in program management, logistics, or event planning (e.g., PMP, CMP) Why Join Us?
