This position allows for partial telework with management approval. Job Description: The Maine CDC Tobacco and Substance Use Prevention and Control Program (TSUPC) is hiring a Substance Use Prevention (SUPP Program Manager to provide expertise and leadership on substance use prevention efforts. The position is responsible for the oversight, administration and direction of the Substance Use Prevention program scope. Responsibilities include developing program goals, monitoring program progress, administering and providing oversight of grant writing, as well as seeking out plans and efforts to support funding sources. The position also oversees and supervises the work products and performance of a team implementing Substance Use Prevention Programs. Furthermore, the position provides input on the strategic direction of the Substance Use Prevention work for the State of Maine as well as provides feedback on legislative, evaluation and budget initiatives. Responsible for developing and managing Prevention Programs and service delivery systems to ensure effective research-based prevention programs are implemented Statewide. The position currently manages a small team of substance use prevention specialists, public health educators and an epidemiologist, including the development and implementation of their annual performance goals. Representative Tasks: • Develop, coordinate, implement and evaluate statewide substance use prevention services • Manage federal grants as Principal Investigator, including annual application, reporting requirements, and policy monitoring • Monitor state contracts to include implementation, coordination, and evaluation of purchased services • Maintain program budget, in collaboration with the Program Director • Complete steps necessary to support competitive procurement processes, including drafting requests for proposals • Analyze program data for quality improvement purposes • Develop and maintain protocols related to the implementation of substance use prevention services • Provide program representation at national, regional, state, and local meetings, conferences, trainings, and workshops • Prepare and disseminate reports using program data • Collaborate in the development of program policies, and State rules and laws • Ensure supervision, training, and development of assigned program staff Minimum Qualifications: A Bachelors Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education -AND- three (3) years experience in health program planning, development, implementation, and evaluation -OR- an equivalent seven (7) year combination of education, training, and experience. Preferred candidateswill also have: • Excellent oral and written communication skills • Knowledge and experience with substance use prevention • Demonstrated skill applying best practices and standards for health communication • The ability to establish and maintain effective working relationships with a diverse group of internal and external partners • Demonstrated proficiency in excel, PowerPoint, Word, and other Microsoft office programs • Ability to work with managers and staff to identify training needs • Experience managing federal grants and related policies and regulation • Ability to guide strategic discussions and help groups to reach decisions that will further the efforts of the Substance Use Prevention Team Thinking about applying?
