POSITION SUMMARY The HR Director at Madrona Recovery plays a critical role in supporting the growth and success of our team. They lead HR operations, develop strategies to enhance employee engagement, and ensure compliance with employment laws in both Oregon and Washington. They also act as a key resource for managers and employees, providing guidance on HR-related matters and fostering a positive, inclusive workplace culture. This role includes regular onsite presence in both Tigard, Oregon and Brush Prairie, Washington. REQUIRED QUALIFICATIONS • Bachelor's degree in human resources, business, or a related field, or equivalent experience. • At least 5 years of HR leadership experience, with a strong background in employee relations, compliance, and HR strategy. PREFERED QUALIFICATIONS • Credentials: PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred but not required. • Familiarity with HR policies, compliance, and legal regulations for behavioral health organizations, specifically for Mental Health Agencies in Oregon and Washington, is a plus, but not required. • Skills: Excellent communication and leadership skills; ability to manage complex HR functions, including recruitment, performance management, and staff development ESSENTIAL FUNCTIONS RESPONSIBILITIES HR Operations: • Lead the development and implementation of HR processes, including recruitment, employee relations, new hire orientation, and training programs, for all Madrona Recovery locations. • Manage employee records, performance evaluations, corrective actions, and ensure compliance with legal and regulatory requirements, including clinical license tracking and background clearances. • Develop compensation structures, benefits packages, and wellness programs that align with company goals and regulatory standards. • Serve as the main HR contact for staff at all Madrona Recovery locations, supporting day-to-day HR needs and resolving employee relations issues. Recruitment and Hiring: • Oversee recruitment efforts for new programs as well as assisting operational leaders in maintaining adequate staffing in existing programs. • Manage job description updates to ensure accuracy and alignment with organizational needs. • Manage the hiring process for direct care staff, administrative staff, and other roles at the Tigard and Brush Prairie locations. • Ensure compliance with background checks, reference verifications, and new hire documentation. Leadership and Culture Development: • Foster a strong sense of community and support within teams, recognizing the emotionally intense nature of the work. • Promote a positive work culture where employees feel valued and engaged, facilitating meaningful bonds among staff members. • Act as a mentor and resource for managers to address HR-related challenges, coach staff on performance management, and assist in conflict resolution. • Interact with residents, ages 13-17, ensuring HR processes support a nurturing and effective care environment. • Support staff by onsite rounding at all locations. Compliance and Policy Management: • Ensure compliance with HR policies, procedures, and legal regulations in both Oregon and Washington. • Maintain and update employee handbooks, standard operating procedures, and HR documentation. • Provide guidance on employee grievances, mediating disputes and ensuring a fair and transparent resolution process. • Handle workman’s compensation claims and manage the Employee Assistance Program for both locations. • Other duties as assigned. Utilizes efficient, productive work habits. • Establishes appropriate priorities for timely and accurate completion of tasks. • Identifies problems proactively and offers constructive suggestions for improvements regularly. • Always maintains infection control, quality, and safety standards/practices. • Actively participates in all applicable meetings and in-service trainings. • Always understands and implements performance improvement principles and initiatives. Assists in evaluation and improvement of overall program and services. • Always ensures that work meets or exceeds state, federal, Joint Commission, and applicable regulatory requirements. • Assists in orientation of new personnel, assists in monitoring practicum students, assists in program and company promotion, assists in planning in-service education, and is responsible for professional self-development. • Provides leadership in areas of expertise. KNOWLEDGE, SKILLS and ABILITIES • Ability to communicate effectively in English, both orally and in writing. • Ability to maintain confidentiality in accordance with applicable laws (e.g. HIPAA State law, Joint Commission, NAADAC, and OSHA) • Skill in telephone etiquette, voice mail, and email procedures. • Working knowledge of the age-specific, diagnostic-specific, and cultural-specific needs of the population served. • Working knowledge of clients’ rights, abuse reporting laws, and crisis intervention/de-escalation techniques. • Working knowledge of trauma-informed and strength-based treatment approaches. • Working knowledge of applicable regulatory standards (e.g., federal, state, OSHA, Joint Commission). • Ability to establish and maintain appropriate therapeutic boundaries. • Ability to carry out all code procedures and adhere to all policies and procedures. • Ability to react calmly and effectively in emergency situations. (i.e., brief case, clients’ belongings, etc.) • Ability to see with a minimum standard of visual acuity, with or without correction, that will enable people in the role to complete administrative and clerical tasks and visually observe clients on the unit and in therapeutic activities.
