Overview Lynker Corporation, in strategic partnership with Fisheries Immersed Science Hawaii (FISH) as the FLOAT – the "FISH" and "Lynker" Ocean Alliance Team Joint Venture, is seeking a qualified Electronic Monitoring Program Analyst to support NOAA’s Sustainable Fisheries Division (SFD) in the West Coast Region. The analyst will provide essential support to catch shares, electronic monitoring, and Groundfish permitting programs. Employment in this role is contingent upon FLOAT being awarded the contract by NOAA. Work is performed off-site. The position is full-time, with a work schedule of Monday–Friday between 0600–1800 PT, not to exceed 40 hours per week. Responsibilities Assist with processing permit applications, renewals, and transfers, including vessel authorizations and provider permits under the EM Program. Respond to constituent inquiries (email and phone) regarding EM requirements, permit applications, and system access issues. Support the correction of EM data reporting errors and collaborate with NOAA leads to address data inconsistencies. Help draft and distribute internal documentation, business rules, and standard operating procedures related to permitting and EM. Track and maintain records related to permit activity, correspondence, non-disclosure agreements, and database change requests. Perform QA/QC and assist with spreadsheet-based analyses supporting permit fee structures, system overviews, and EM data summaries. Provide bi-weekly cost recovery reports and monthly progress summaries with metrics and narrative updates. Qualifications Required:Bachelor’s degree in a relevant field (fisheries, oceanography, social science, natural science, hydrology, or mathematics), or a combined five (5) years of relevant education and experience. Demonstrated proficiency with spreadsheets and databases. Clear and effective written and verbal communication skills. Preferred:Experience with fishery permitting systems and datasets such as the National Permits System, groundfish permits database, PacFIN, vTrack, and the Vessel Account System. Experience with EM program implementation or catch monitoring. Familiarity with developing use cases for database improvements.
