The Role The Lead Permitting Analyst in the Mass Markets FP&A team supports Lumen’s fiber-to-the-home business by tracking fiber construction permits, analyzing permit trends, and coordinating with engineering, construction, and government teams to align permitting with project milestones. Responsibilities include tracking fiber construction permit volume and capacity across municipalities, collecting data from internal and external sources, and measuring throughput and backlog to improve forecasts and build plans. Candidates should have financial forecasting experience, strong communication skills, regulatory knowledge, and a keen ability to manage multiple processes simultaneously. This role will play a critical part in advancing Lumen’s fiber build strategy. Working Location This position has been designated as fully remote in the U.S. The Main Responsibilities · Maintain a centralized database of permit availability, restrictions, and timelines across all active and planned build zones. · Analyze trends in permit issuance and capacity constraints to inform strategic planning and deployment schedules. · Work closely with engineering, construction, government affairs, and legal teams to align permitting timelines with project and build milestones. · Attend public and closed meetings, hearings, and stakeholder sessions with local government officials as needed. · Provide regular updates and reporting to internal stakeholders on permitting status and capacity metrics. What We Look For in a Candidate Qualifications · Bachelor’s degree in Finance, or related field. · 5+ years of experience in permitting, government relations, or infrastructure development. · Understanding of municipal permitting processes and fiber network deployment. · Excellent interpersonal and communication skills. · Ability to travel nationally as needed (expected to be up to 25% of the time). Preferred Qualifications · Experience working with local governments in telecommunications or utility sectors. · Familiarity with permitting constraints across various markets. Compensation This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location.
