Bachelor's degree or equivalent with 15 years experience, knowledge of federal IT security standards, experience with VA systems, security clearance ability, and skills in architecture and cybersecurity.
LTS is seeking a Solutions Architect/Cyber Specialist who will be responsible for providing architectural assistance and support for gathering and validating information on the products/systems supporting the mission of the Clinical Informatics & Data Management (CI&DM) Sub-Product Line aligned within the Health Informatics Product Line at the Department of Veteran Affairs. The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going. The Health Services Program Management Office (PMO) support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio. Key Responsibilities: • Assist in reviewing, analyzing, evaluating ideas, projects and opportunities to develop new products, new technologies and business models for the business segments. • Guide key stakeholders through a technical solution architecture plan for a line of business. This includes the ability to evaluate and present information that will facilitate effective and timely decision-making through written and oral communication materials that effectively summarize findings with recommendations. • Create architectural models demonstrating how products, operations and systems interoperate within the organization. • Communicate between the Business Owners and the Technical Teams to create roadmaps, determine improvement opportunities and implement data access/protection strategies across the enterprise systems. • Act as a liaison to Business and IT partners in order to gain a broad understanding of industry trends and innovations, and their impact on technology. • Interact with business partners and IT architecture team(s) in developing an IT framework that aligns with the business plan. • Conduct analysis to determine best path for solving business problems/opportunities that may include process improvement, systems enhancement, user training, and/or software procurement. • Distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences. Required Qualifications: • Bachelor's degree in computer science, electronics engineering or other engineering or technical discipline is required and 15 years of experience. An additional 10 years of relevant experience may be substituted for the educational requirement. • Experience in performing Solution Architecture support for a large government system and providing in-depth synopsis during initial interviews with current supporting staff is plus • Experience supporting or leading within the Veterans Affairs Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus • Knowledge and understanding of the business processes, needs and designs of any/all production systems and provide technical analysis on the current architecture. • Knowledge and understanding of user interactions, system outputs and responsibilities, cyber security aspects, and cloud infrastructure will be key to providing the guidance required to support current & future system capabilities/strategic needs/interactions with other like systems. • Understanding of Federal Information Security Management Act (FISMA), NIST-800-53 guidance, HIPAA, and HITECH Act is a plus • Experience evaluating and creating POA&Ms • Security+ or other applicable certification(s) a plus • Understanding the VA ISSO or System Steward role is a plus • Experience with cloud migration and security architecture is a plus • Experience with event-driven architecture is a plus • Knowledge and understanding of the VA Enterprise Cloud (VAEC) architecture is a plus • Well-versed in DevSecOps culture, processes, measures, and tooling • Experience in Visio and PowerPoint • Experience supporting Information Assurance Certification and Accreditation (C&A) and associated IA processes, procedures, and activities with capability and expertise to implement applicable NIST and CNSS IA directives, instructions, guidelines • Experience applying security engineering concepts, processes, practices, and procedures on technical assignments, working with several different mission applications • eMASS experience a plus • Jira experience is a plus Security Clearance Requirements: • Ability to obtain and maintain a Department of Veterans Affairs Public Trust Job Type: Full-time Pay: Up to $130,000.00 per year Benefits: • 401(k) matching • Dental insurance • Health insurance • Paid time off • Referral program • Vision insurance Work Location: Remote
