Overview LMI is seeking a senior-level Project Controls Manager to join our team supporting the Office of National Laboratories with the DHS Science and Technology Directorate. The ideal candidate will have experience supporting project controls for $100M+ programs/projects. This is a remote position, but candidates are preferred to be located in the Washington D.C. area. Responsibilities Lead data analysis and compilation for all construction-in-progress submissions for laboratory capital improvement projects Support acquisition activities by applying program management skills equivalent to DHS Program Management Level III, and experience with the federal fiscal process and planning, programming, budgeting and execution (PPBE) Develop project dashboard to support federal project management and leadership reviews As necessary, apply Earned Value Management (EVM) to project management and be able to perform thorough analyses of scope, schedule, cost, and risk data Support acquisition activities by applying a strong understanding of federal acquisition processes, including preparing procurement requests, pre-award, source selection, award and contract administration Familiarity, proficiency, and experience with all DHS acquisition guidance, such as with the Acquisition Lifecycle Framework (ALF) as defined in the DHS Acquisition Management Instruction 102-01-001 Experience in biocontainment laboratory, research, or hospital planning, design, or construction Qualifications B.S. at least 20 years of relevant project controls experience. Project Management Professional Certification Ability to manage multiple assignments from in a busy work environment. Ability to work collaboratively across the organization. Strong working knowledge of Microsoft Office applications and SharePoint. Familiar with design and construction software programs like Primavera 6, AutoCAD, Micro station, and/or Adobe. Active DOD Secret clearance.
