Job Details Job Location: Ellicott City, MD 21043 Position Type: Full Time Salary Range: $63,000.00 - $65,000.00 Salary/year Salary Range: $63,000-65,000 Position Summary The Senior Residential Manager is a member of the Residential Department Team and, under the direction of the Residential Director, is responsible for managing program operations, including managing their assigned adult residential caseloads. Management duties include but are not limited to, securing the well-being and safety of the residents as well as evaluating, training of the Residential Program Managers, House Supervisors, and other staff. He/she shall assist the Residential Director in ensuring the overall effective operation of Linwood Center’s residential programs following applicable Local, State, and Federal regulation agencies. Responsibilities include but are not limited to working with the residential director and Residential Program Managers to manage the program's financial, medical, business, and safety aspects. The Senior Residential Manager shall work at least 40 hours per week. The Senior Residential Manager will be responsible for LTSS Manager Records, Person-Centered Plan trackers, and all CIMS data management system reports. In addition, all assigned areas of administrative compliance for Linwood Center. This position is also expected to support the overall operation of Linwood Center when needed. Certain tasks may be asked that do not fall into the essential functions of this job. Essential Duties and Responsibilities Possesses a thorough understanding of The Developmental Disabilities Administration’s (DDA) Guidelines for Service Authorization and Provider Billing Documentation. Advocates for services and assumes responsibility for monitoring and accepting funding as approved through Long Term Support Services (LTSS). Gathers and updates supporting documentation to substantiate services. Maintains ongoing communication with program participants, advocating for changes in services as appropriate. Maintains a calendar of PCP preplanning dates, Pre-PCP, and PCP dates for people served and ensures timelines are met. Facilitates an agency-internal 120-day pre-meeting in preparation for the Pre-PCP and PCP Team Meeting. Participatory member of Pre-PCP and PCP meetings, advocating for the individual’s expressed goals and outcomes. Reviews and ensure the annual goals in the PCP meet the SMART goal criteria (specific, measurable, achievable, relevant, and timebound) while also verifying that the funding and service authorization requests are appropriate for each person and accurately reflected in LTSS. Supplies the Coordinator of Community Services (CCS) with a narrative and summary of services requested. Completes provider authorization review and acceptance in LTSS within the prescribed timelines. Ensures documentation accurately reflects the individuals' current status and other contributing factors for successful support, including supplemental documentation for people who exhibit exceptional maladaptive behaviors. Manages the training for Residential Program Managers. In conjunction with the Residential Director, works with HR/Payroll to ensure the employees' correct pay rate and hours. Responsibility also includes overseeing the budgets for the individual residential houses. Works with the House Supervisors/DSP to manage and supervise the daily functions of the residential houses to ensure productivity and efficiency within the Residential Program. Responsible for the employees’ work schedules and working with the Program Managers to monitor day-to-day work hours, including overtime. Works with the residential director, residential program manager, finance, and human resources to enforce all licensing requirements and maintain compliance in their residential houses. Works with the Residential Program Managers to ensure that Linwood’s Mission Statement is enforced in their daily responsibilities, including meeting with appropriate staff regularly and promptly to ensure objectives and policy implementation are being carried out. Ensures that the Residential Program Managers communicate and enforce the Residential Director's directives, including ensuring that the Director's and other Department Heads' rapid response is carried out in a timely manner. Participates in all necessary meetings (i.e., internal Person Centered Planning, Person-Centered Planning, internal meetings, behavioral discussions) to achieve programmatic and regulatory compliance. Ensures that Person Centered Plans are implemented with integrity by all residential staff and that appropriate data collection occurs. Coordinates with required staff to communicate pertinent information regarding each resident. This information may include, but is not limited to, medical updates, behavior updates, and any critical changes in the resident’s home environment. Oversees the LTSS billing for their assigned residential homes, ensuring the service logs are completed, editing service logs as needed, approving all case-managed logs, and providing Residential Program Managers training as needed for the CIMS Date Management System. Responsible for making recommendations to the Residential Director to ensure staffing, equipment, materials, and supplies are appropriate and sufficient to guarantee the therapeutic and general well-being of the residents. Works with placement agencies to identify and enroll new students/residents. Manages assembling handbooks, binders, public relations materials, new residents’ admissions packets, and PCPs. Coordinate and track PCP meetings, licensing authorities, partnering organizations, vendors, etc. May perform other duties as assigned, including serving as a House Manager. Interfaces with Community Support Services on behalf of the needs of Individual's services, and complete all follow-ups as needed. Conduct in-service staff training on DDA-approved services, implementation of the PCP, staff qualifications, and service limitations. Monitors service notes on an ongoing basis, ensuring that notes accurately reflect service delivery as authorized. Completes 6-month PCP reviews. Requests interim meetings as appropriate. Completes ongoing record audits to ensure compliance with established policy, assures correction to identified deficiencies Monitors and responds as necessary to any changes in an assigned client’s baseline (absences, hospitalizations, updated medical orders, etc. Qualifications Minimum Qualifications: Must be at least 21 years old. Bachelor’s degree in human services or related field. Must have at least two years of residential supervisory experience. Knowledge of the CIMS Data Management System is a plus. Minimum of three years of professional experience working with individuals with developmental disabilities. Must have a valid MD driver’s license and an acceptable driving record as determined by criteria established by the Agency’s insurance carrier and by Agency policy. Must have a reliable vehicle. Must pass the physical and academic portions of the behavior support and intervention training. Abilities: Must be able to write coherent and succinct reports To demonstrate the ability to organize and adequately provide documentation required by regulation and Linwood. To demonstrate interest and ability to address the developmental and social-emotional needs of adults with developmental disabilities. To mentor, support, and provide leadership that promotes teamwork, transparency and accountability. To be energetic, enthusiastic, patient, and understanding. To demonstrate an understanding of fundamental rights and self-determination and assure that the individuals to whom he/she provides support be afforded these rights. To demonstrate a comprehensive understanding of Linwood’s philosophy and the ability to teach Linwood’s methods and philosophy to others. To engage professionally with Linwood staff, parents, school system personnel, and other professionals. To follow written and oral instructions and procedures. Physical Demands and Work Environment: The noise level in the work environment is usually moderate to loud. Regularly exposed to weather conditions during travel to and from worksites and appointments. Frequently required to use hands or fingers, handle or feel objects, tools, various forms of technology, or controls. Must be able to stand, walk, sit, reach with hands and arms, climb or balance, and stoop, kneel, crouch, run, or crawl. Must be able to work under regular, moderate levels of stress. Must be able to lift and move up to 10 lbs. regularly and occasionally lift and move up to 50 pounds. Requests for reasonable accommodation on a case-by-case basis.
