Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Senior Business Analyst to support KPS and our government customer. This position requires the candidate to be able to obtain a Public Trust. This is a remote opportunity. Koniag Professional Services is seeking an experienced Business Analyst to support our client, the Department of Health and Human Services (DHHS), Office of the Chief Information Officer (OCIO) in developing a secure, scalable, and integrated Human Capital Management solution built on PeopleSoft or other identified technologies that consolidates core HR functions into a unified enterprise platform. The Human Resource Information Technology platform will encompass Time and Attendance, Position Description management, Performance Management, Employee/Manager/HR Self-Service, and Enterprise Business Intelligence capability. The solution will be compliant with federal cybersecurity, records management, and accessibility standards, to improve system performance, user satisfaction, and long-term sustainability of HR services. This role is critical for maintaining, enhancing, and optimizing HCM applications that support essential administrative and operational functions across the department. The ideal candidate combines strong technical development skills with an understanding of federal government systems and requirements. This position requires the ability to obtain and maintain a Public Trust clearance. Essential Functions, Responsibilities & Duties may include, but are not limited to: The ideal candidate will be able to support the following functions: Lead and manage Scrum teams, facilitating Agile practices and ensuring timely delivery of high-quality Human Capital Management products. Engage with clients to gather and define system requirements, interface specifications, and design documentation for HCM modules. Perform business process analysis to support HCM consolidation and contribute to workflow refinement through peer reviews and stakeholder collaboration. Support change management, incident resolution, and continual service improvement by identifying and resolving functional system issues. Provide technical issue resolution and communicate complex concepts clearly to non-technical audiences. Conduct quality assurance and field-level data validation to ensure accuracy, integrity, and compliance with standards. Evaluate hosting environments, cloud, on-premises, and hybrid, and advise customers on risk-based decisions aligned with business and security needs. Contribute to the development of the Target State Roadmap and Operating Model, including input on software security and contingency planning. Demonstrate strong communication, coordination, and client relationship skills during regular engagements, including PMRs. Education and Experience: Required: Bachelor's degree in Business Administration, Information Systems, Computer Science, or a closely related discipline Over 10 years of experience as a Business Analyst, with a strong focus in Human Capital Management (HCM), Enterprise Resource Planning (ERP), or similar domains Proven expertise in eliciting, analyzing, and documenting complex technical and functional requirements Hands-on experience supporting federal government initiatives, with a solid understanding of public sector processes and compliance standards Security Requirement: Active Public Trust Required Skills and Competencies: Experience developing system topology diagrams, mapping interconnections, and producing BRM and DRM[BA1] documentation, data dictionaries, and workflow models Ability to lead market research initiatives and gather data to support business case development and decision papers Proven experience interpreting and applying complex technical standards across diverse environments Capability to design strategic roadmaps for enterprise platforms encompassing multiple integrated modules Hands-on experience with User Acceptance Testing (UAT) and User Experience (UX) design, ensuring solutions align with business requirements and deliver intuitive, user-friendly interfaces Demonstrated ability to work independently, manage tasks efficiently, and meet discrete deadlines with minimal oversight Familiarity with developing and implementing Communication Plans and Requirements Traceability Matrices (RTMs) Strong written and verbal communication skills, coupled with advanced problem-solving abilities to identify process gaps and recommend best-practice solutions Desired skills Ability to develop, refine, and document as-is and to-be business processes and enterprise architecture Strong analytical capabilities to evaluate and enhance work products and operational workflows Proven time management and prioritization skills to optimize productivity and meet deadlines Proficiency in Microsoft Office Suite, including Excel, Word, Visio, and MS Project Hands-on experience with enterprise platforms such as PeopleSoft, Workday, Oracle Fusion, Power BI, JIRA, and ServiceNow Familiarity with USA Staffing systems, position description development, and Adobe PDF tools Working knowledge of Section 508 Compliance standards and accessibility requirements Experience resolving Help Desk incidents and providing end-user support Our Equal Employment Opportunity Policy The company is an equal opportunity employer.
