King County Metro Transit’s Rail Division is looking for an outstanding people and process leader to fulfill the role of Administrator IV. This Administrator IV will be charged with overseeing a variety of business, financial and analytical services for the Rail Division. This position will also be responsible for communicating effectively with diverse stakeholders across the division, working collaboratively with leaders, finance, and administrative staff, employees, and Sound Transit to provide strategic planning and support for business and financial management. This leadership role requires the ability to communicate effectively with diverse stakeholders, to proactively solve problems, to create and implement efficient business and financial policies and procedures for the Division as well as the ability to motivate and unify through building mutual respect and trust. The ideal candidate in this position will be skilled in navigating an ambiguous work environment and be able to manage multiple, competing priorities to successfully deliver a large body of work in a fast-paced environment. About Metro Transit’s Link Light Rail Expansion Metro Transit's Rail Division manages and maintains Sound Transit's Link Light Rail service, which currently spans a 24.5-mile route from Angle Lake to Northgate and 6.6-mile route from Redmond Technology to South Bellevue. By the end of 2026, the Light Rail is projected to expand to nearly 60 route miles, including the additional 11 new stations. These rail services complement Metro's expensive fixed-route bus system and mobility services. Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily. Position Information This recruitment will be used to fill one (1) Career Service vacancy and may be used to establish an eligibility list to fill future openings in this classification over the next year (12 months) and will be utilized at the discretion of the hiring authority. As an Administrator IV you will also: Develop and deliver clarity for financial and business policies and procedures for the division in partnership with King County Metro Finance & Administration Division, Employee Services and Sound Transit personnel through the following: • Perform a key internal control and management role as the Pcard Coordinator in the administration of the department's Procurement Card Program. • Act as consultant and primary advisor to all levels of management across the Rail division on financial, budget and Third-Party Contract needs and functions. • Serve as an expert technical resource for cross-functional, inter-departmental projects and project teams related to financial and business needs and functions. • Assist Rail section and divisional leaders with questions regarding financial policies and procedures; provide information and process clarity on budgeting, purchasing, and other supported administrative topics. • Create operational guidelines to clarify procedures for the assigned staff this position oversees. Develop consistent business practices from Business and Administration through the following: • Lead a team of Administrator lls and Ills, Contract Specialists and BFO's in the Business and Administration Section, help develop, mentor, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly. • Develop a training plan for the Administrator Ill and BFO Ill classifications; create a plan for assigning coverage • Coordinate the creation of Rail Handbooks for the Administrator II & Ill and BFO Ill; drafting standard practices and processes for standards and future training. • Coordinate and assist assigned staff in their regular duties; establishing procedures and implementing training programs; and developing plans and goals for the team. • Train team members on policies and procedures; provide guidance as issues/questions arise; and identify topics for operational guidelines. • Create program to support the team members career development; meeting with staff regularly to discuss their go, and needs; and address expectations as needed. Continually improve processes and procedures for the Division through the following duties: • Visualize data for decision making through the MBR and Joint Dashboard Process, assist in data collection and analysis, and make recommendations for improvements. • Support business teams in identifying and delivering significant and quantifiable financial business process improvements through the application of process improvement methodologies. Perform other related duties as required; may be assigned to special projects.We are looking for qualified candidates who meet the below minimum qualifications: • A bachelor's degree in business administration, Finance, Accounting, Public Administration, or equivalent AND • Three (3) or more years of work experience or training in the accounting or finance field. • OR any combination of experience, education, and training that provides the required knowledge, skills and abilities to perform the work. Additional minimum qualifications include: • Experience over seeing financial and business activities performed for a work group, section and/or division. Experience with the development and preparation of the section and division annual budgets. • Being proactive in taking the lead role in coordinating the completion of budget proposal, decision package, other required budget templates, and leading budget meetings. • Advanced knowledge of and experience with King County's financial systems, processes, policies, and procedures. Knowledge in financial analysis, and development of complex business system • Experience gathering, and presenting complex financial information into meaningful business analysis for a variety of audiences • Skill in analyzing information, solving complex and analytical challenges, and making recommendations based on analysis. • Experience in the use of large, complex spreadsheets, presentation, statistical analysis and database software. Experience with data visualization, including experience presenting data such as Power Bl. • Knowledge of and experience with enterprise finance systems, analytical and reporting tools - such as Oracle EBS, OBIEE (Bl Insights). and PeopleSoft. Highly Desirable Qualifications: • Knowledge of King County and Sound Transit financial and business policies and procedures. • Ability to translate King County's financial and business policies and procedures into Rail's unique operating environment. • Experience and/or training specific to public sector and/or transit organization financials. Demonstrated experience in financial planning. Work Schedule The base work schedule is 40 hours per week, and normally day shift Monday through Friday, however, due to the 24 hour/7 day a week operation of a public transit service, this position may require off-shift work. The position is exempt from the Fair Labor Standards Act and is therefore not eligible for overtime pay. Work Location The primary location of this position is 3407 Airport Way S. Seattle, WA 98134. This position will also require travel regularly to the Operations and Maintenance Facility – East, located in Bellevue (1925 120th Ave NE, Bellevue, WA 98005) and future Link facilities. Teleworking Requirement The work associated with this position will be performed in a hybrid work environment working a minimum of 2-3 days in the office. Employees will have access to shared workspaces at various Sound Transit facilities. Employees must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements. Employees will be issued a Sound Transit laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
