7+ years federal IT project management experience, active Top Secret clearance, Bachelor's degree, PMP/Agile certifications preferred, strong technical and compliance knowledge, and willingness to travel 25%.
Role Summary: This role leads federal software delivery projects end-to-end, translating agency needs into actionable requirements and ensuring on-time, compliant releases. The Technical Project/Program Manager will coordinate across engineering, security, and client teams to drive sprint execution, integration efforts, and compliance activities necessary for federal deployments. Responsibilities: • Requirements Gathering & Planning: Work closely with federal stakeholders and internal engineers to enumerate all requirements and define project scope . Translate agency mission needs and compliance mandates into clear technical requirements and an actionable product backlog. • Agile Project Execution: Plan and lead Agile sprints (backlog grooming, sprint planning, daily stand-ups, retrospectives) to ensure timely delivery of features that meet federal agency use cases. Adjust sprint scope as needed to align with changing priorities while maintaining schedule and quality. • Cross-Team Coordination: Liaise between the Federal BU and the core commercial engineering team to guarantee integrations and enhancements for government clients are implemented on the shared codebase. Coordinate with developers, DevOps, and QA to ensure cross-functional alignment and timely issue resolution . • Integration Management: Oversee integration of Kamiwaza’s GenAI platform with federal agency systems and data sources. Ensure compatibility with government IT environments (networks, identity management, data formats) and successful deployment in secure government clouds or on-premises as required. • Compliance & ATO Execution: Ensure compliance execution by aligning project activities with federal security frameworks and certification processes. This includes managing tasks for Risk Management Framework (RMF) documentation and controls implementation, and tracking progress toward obtaining an Authority to Operate (ATO). Verify that development outputs meet relevant standards (e.g., NIST SP 800-53 controls, FedRAMP, FISMA) and coordinate any third-party security assessments. • Risk Management & Reporting: Proactively identify project risks (technical, security, timeline) and develop mitigation plans. Manage escalation of issues and provide regular project status briefings to both internal leadership and government stakeholders. Use project management tools (JIRA, Confluence, etc.) to monitor KPIs and keep all parties informed of progress .Change Control & Documentation: Oversee change management and configuration control for project deliverables. Maintain thorough project documentation, including requirements traceability matrices, design reviews, test plans, and user acceptance criteria. Ensure all contract deliverables and reports (status reports, implementation plans, etc.) are delivered on schedule and meet federal contract requirements. • Stakeholder Engagement: Serve as the primary point of contact for federal clients on project execution. Facilitate regular check-ins, design demo sessions, and secure feedback loops with agency representatives. Manage expectations and ensure customer satisfaction, adapting plans as needed to meet agency objectives and compliance needs. Qualifications: • Security Clearance: U.S. citizenship with an active Top Secret/SCI clearance. (Current SCI eligibility or polygraph is a plus.) • Education & Certification: Bachelor’s degree in Computer Science, Information Systems, or related field. PMP or Agile/Scrum certifications (e.g., CSM, PMI-ACP) strongly preferred for demonstrated project management expertise.Experience: 7+ years of project/program management experience in technology deployments, with at least 3+ years leading federal or DoD IT projects. Proven success managing software development or IT integration projects through the full lifecycle (initiation to deployment) using Agile methodologies. Prior experience interfacing with DoD or Intelligence Community (DIA, etc.) clients is highly desirable, providing an understanding of government procurement and delivery processes. • Technical Acumen: Strong familiarity with software engineering practices (SDLC, DevSecOps pipelines) and ability to understand technical architectures. Experience coordinating integrations of complex systems or APIs. Comfortable using project management and collaboration tools (e.g., Jira, Trello, Confluence, MS Project) to track requirements and sprints. • Compliance Knowledge: Working knowledge of NIST and DoD compliance frameworks – including NIST Risk Management Framework (RMF) and NIST SP 800-53 security controls – is required. Able to work with security engineers to ensure the project adheres to standards for federal information systems . Familiarity with DISA STIG guidelines and FedRAMP or FISMA compliance is a plus (you will partner with experts, but must understand the implications on scheduling and scope). • Leadership & Soft Skills: Excellent communication and leadership skills to align cross-functional teams and communicate complex technical issues to non-technical stakeholders . Detail-oriented and organized, capable of handling multiple priorities in a fast-paced environment. Proven ability to deliver projects on time and within scope, even under pressure, while maintaining positive team dynamics.
