This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Software Development Lead based in United States. This role offers the opportunity to lead secure software development supporting critical federal mission requirements in a highly structured technology environment. You will oversee multidisciplinary teams spanning software engineering, architecture, testing, cybersecurity, DevSecOps, deployment, and sustainment. The position combines technical leadership with Agile delivery management, secure SDLC practices, automation, and continuous improvement. You will translate mission and cybersecurity requirements into prioritized development backlogs and reliable software increments. A strong focus will be placed on integrating security, automated testing, configuration management, documentation, and compliance throughout the software lifecycle. You will help manage technical risks, delivery dependencies, vulnerabilities, and quality metrics while ensuring development standards are consistently applied. This is a fully remote opportunity for an experienced engineering leader interested in contributing to a federal cybersecurity and software modernization mission. \n Accountabilities: Lead multidisciplinary teams across software development, architecture, integration, testing, cybersecurity, DevSecOps, deployment, and sustainment. Establish and enforce standards for secure coding, software development, documentation, automated testing, configuration management, and releases. Lead Agile planning and execution, including backlog prioritization, sprint and release planning, dependency management, demonstrations, and delivery tracking. Coordinate developers, testers, cybersecurity professionals, architects, product owners, operations teams, and government stakeholders. Translate mission, functional, cybersecurity, and technical requirements into prioritized backlogs and executable software increments. Integrate cybersecurity findings into development priorities and drive timely vulnerability remediation. Review architecture decisions, code, automated test results, documentation, and technical deliverables for quality, security, and compliance. Monitor engineering and delivery metrics such as velocity, cycle time, test coverage, defects, vulnerabilities, build and deployment success, and remediation performance. Identify, manage, and resolve technical risks, dependencies, impediments, and delivery issues. Support CI/CD, source-code management, build automation, configuration management, release management, and automated deployment practices. Ensure automated unit, integration, and end-to-end testing are incorporated into development workflows and CI/CD pipelines. Establish and maintain engineering artifacts including roadmaps, technical change management plans, architectural decision records, runbooks, README documentation, commit documentation, and release notes. Incorporate evolving development and security standards into delivery processes while meeting applicable service-level agreements and schedules. Requirements: Bachelor’s degree in Computer Science, Software Engineering, Computer Engineering, Information Technology, Information Systems, or a related technical discipline; equivalent experience may be considered. 8+ years of software engineering or application development experience. 3+ years of experience leading software development teams or major engineering initiatives. Proven experience leading the design, development, integration, testing, deployment, operation, and maintenance of enterprise software systems. Demonstrated experience leading Agile teams, including backlog refinement, sprint and release planning, reviews, retrospectives, and continuous improvement. Strong experience implementing secure SDLC and SecDevOps/DevSecOps practices that integrate security throughout development and operations. Experience developing software within federal or controlled enterprise environments governed by formal development, architecture, access control, testing, documentation, configuration management, and release standards. Strong knowledge of Agile development, secure SDLC, DevSecOps, and NIST SP 800-218 Secure Software Development Framework. Experience with CI/CD pipelines, source-code management, code reviews, build automation, configuration management, release management, and automated deployment. Experience implementing automated unit, integration, and end-to-end testing and integrating testing into CI/CD pipelines. Experience using automation to improve software quality, accelerate testing, and support repeatable releases. Knowledge of application security practices and tools such as SAST, DAST, Software Composition Analysis, dependency and secrets scanning, container scanning, and vulnerability management. Strong understanding of secure coding, OWASP Top 10, software supply-chain security, and vulnerability remediation. Experience analyzing and remediating findings from penetration tests, security assessments, application security testing, and code reviews. Experience with APIs, databases, enterprise services, distributed applications, and cloud or cloud-native applications. Proficiency with modern programming languages, frameworks, and approved development technologies. Knowledge of application identity, authentication, authorization, access control, data protection, logging, and monitoring. Ability to establish and enforce standards for documentation, version control, configuration and change management, testing, and release management. Ability to adapt development and security practices to evolving standards and requirements while maintaining delivery timelines. Ability to obtain a Department of Education 6c Public Trust clearance; an active Secret clearance is highly preferred. U.S. citizenship is required. Experience with federal software modernization, cloud environments, Kubernetes/OpenShift, microservices, Infrastructure as Code, software supply-chain security, observability, or legacy modernization is preferred. Relevant Agile, cloud, DevSecOps, or secure software development certifications are a plus.
