This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Director - End Market Development based in the United States. This senior leadership role will shape the development and performance of recycling end markets, with a primary focus on plastics and fiber. You will lead strategic initiatives that expand recycling infrastructure, strengthen facility viability, and support long-term market growth. The role sits at the intersection of policy, operations, investment, and business development, requiring strong commercial judgment and industry expertise. You will evaluate opportunities, manage strategic partnerships, and guide investments and performance-based initiatives. Success will depend on your ability to translate complex technical, financial, and regulatory considerations into actionable strategies. You will work closely with internal teams, facility operators, investors, regulators, and industry partners in a dynamic, fast-paced environment. Your work will directly contribute to recycling capacity growth, diversion objectives, and the effective implementation of extended producer responsibility programs. \n Accountabilities Develop and execute multi-year strategies for recycling infrastructure and end-market development, aligning investments and third-party funding with material-specific goals and broader EPR objectives. Identify, evaluate, and engage potential recycling facility partners, investors, industry organizations, and other strategic stakeholders to expand capacity and develop new market opportunities. Analyze business cases, feasibility studies, capital plans, operational performance, and other information submitted by facility operators and service providers. Support executive-level relationship management with recycling facilities and other strategic partners, building long-term relationships that support market expansion. Structure and negotiate grants, funding agreements, and performance-based contracts in collaboration with finance, reimbursement, legal, and other internal teams. Monitor funded facilities against agreed KPIs, identify underperforming investments, and develop appropriate remediation or exit strategies. Maintain a forward-looking view of the recycling infrastructure landscape, identifying market gaps, capacity constraints, investment opportunities, and emerging trends. Oversee third-party technical audits, environmental assessments, and other diligence activities required to evaluate potential investments and partnerships. Collaborate with compliance, regulatory, data, analytics, finance, legal, collection, and processing teams to ensure end-market strategies are coordinated and data-driven. Represent the organization at relevant industry conferences, government working groups, and stakeholder forums while strengthening external partnerships. Lead and develop the end-market team, establishing clear objectives, supporting professional growth, and maintaining accountability for strategic and operational results. Track and report key performance indicators, including recycling capacity growth, development pipeline execution, partnership activity, cross-functional delivery, and team performance. Requirements Bachelor’s degree in a relevant discipline such as business, finance, engineering, materials science, environmental science, sustainability, public policy, or a related field. Advanced degree in a relevant field is preferred. 10+ years of operational experience in business development, market expansion, infrastructure development, or a closely related field, ideally within recycling facilities or similar industrial environments. At least 3 years of leadership experience managing teams, strategic initiatives, or complex operational programs. Deep understanding of extended producer responsibility (EPR) regulatory frameworks across U.S. jurisdictions. Strong knowledge of recycling end-market dynamics, facility operations, and relevant processing technologies. Demonstrated ability to evaluate business cases, feasibility studies, investment opportunities, operational performance, and risk. Strong financial, analytical, and problem-solving capabilities, with the ability to synthesize complex technical, financial, operational, and regulatory information. Proven experience developing recycling end-market solutions and expanding infrastructure or commercial opportunities. Strong negotiation, contract management, partnership development, and stakeholder engagement skills. Excellent written and verbal communication skills, with the ability to influence and collaborate effectively with stakeholders at all organizational levels. Highly detail-oriented, with a strong commitment to accuracy, compliance, and disciplined execution. Ability to work independently and adapt quickly in a dynamic, rapidly evolving environment. Strategic thinker with a results-oriented approach and the ability to balance long-term planning with hands-on execution. Valid driver's license with a clean driving history, or the ability to obtain one. Benefits Fully remote position within the United States. Annual salary range of $160,000–$185,000, with final compensation determined based on relevant experience, skills, knowledge, and other applicable factors.
