Specialist, Strategic Sourcing / Public Institutions - Provide support to Integrated Facilities clients and internal stakeholders related to optimization of JLL managed services operations and sourcing strategies. This role is unique to JLL in that the MSA is a Service Agreement which is based on sourcing services on the front end and management of supplier and service delivery by a JLL operations team. There are no JLL field representatives, all work is remote. Knowledge of Federal Acquisition Regulations (FAR) is critical to the successful candidate. This role requires a balance of indirect sourcing experience, management of large data sets, business acumen, and the ability to understand business problems, situations and opportunities where data analytics and reporting can be utilized to improve sourcing decision making and operational results. Candidate must have demonstrated experience in sourcing RFP activities with aggressive cycle times. Due to the large volume of data, clear demonstration of advanced Excel and analytical skills is required. Responsibilities • Responsible for delivering market, supplier, and operational intelligence of services operations; Identifying and leading appropriate field resources to execute strategic initiatives. • Execute indirect commodity sourcing RFPs for local, regional and national initiatives - up to 30,000 sites. • Meet client cycle time for all RFP activities. Cycle times range from several days to several weeks. • Manage large data sets for both procurement and auditing purposes. • Help maintain data integrity in all systems and ensure required documentation is received and required process steps are completed. • Manage supplier relationships as related to negotiations, administration and operational issues. • Ensure compliance with JLL's and client's sourcing and contracting policies, procedures, risk management programs, and ethics. • Support sourcing manager with communication, coordination and implementation of local and regional indirect sourcing initiatives and contract negotiations to suppliers and operations team. • Support the sourcing and Account Manager in achieving all Account KPIs, goals and objectives. • Identify and communicate opportunities to streamline Indirect sourcing processes and workload. • Key Categories: Candidates preferred will have experience with sourcing exterior services, technical services, trash and recycling services and soft services experience. • Candidate must demonstrate high volume sourcing - annual over 3,000 transactions. Internal JLL relationships • Participate with JLL client Retail Operations and Sourcing teams to drive immediate and sustained benefits to the client, • Provide management detailed instructions and continuous follow-up to support the Operations of the Account. • Establish favorable relationships with JLL Corporate Legal and Risk Management. • Work in cooperation with JLL Finance and the Operations team to ensure that financial transactions are processed in an orderly and timely fashion. Client and Supplier relationships • Develop and maintain a strong understanding of the MSA, Client's business Procurement Policy and FAR. • In collaboration with the Operations team, manage transition plans for new suppliers. • Be extremely proactive and responsive in managing internal and external customer expectations. • Conduct local and regional performance review meetings when requested. Manage supplier scorecards, contract compliance and service obligations. • Establish work priorities, assign deliverables and resolve issues to Client's and Account team's satisfaction. Compliance and Contracts • Ensure all contractual terms and conditions comply with MSA and any proposed changes are formally reviewed Account Manager and approved by legal/risk management. • Coordinate with the Sourcing Manager, Account Manager, Legal and Risk Management groups to maintain consistency in form, nature, scope, and execution of contracts within guidelines and appropriate business practices. • Provide back-up support as needed to daily contract management (trackers, creation and execution). Data Management and Skills Needed • Responsible for data integrity of information provided to the sourcing access database - oversee maintenance and enhancement of central sourcing database. • Manage large volumes of data and data analysis. • Supply Chain Management Purchasing Quantitative & Qualitative Analysis • Data Analytics • Microsoft Suite: Excel, Access, Power Point, Word Smartsheet, Tableau SQL • Knowledge of Supply Chain Best Practices and Supplier Performance Experience • College degree and/or 3-5 years of strategic sourcing experience for services or indirect categories (e.g. facility services, highly desired) • Excellent Inter-personal skills, organization skills, strong analytical ability • Proven ability to manage multiple projects and priorities while delivering results in a fast-paced and challenging environment • Knowledge of Procurement Policy or Federal Acquisition Regulations (FAR) considered a strong plus • Excellent communication skills - oral and written. • Demonstrated ability to manage change • Proven ability to deliver results in challenging environments • Excellent PC skills, proficient in MS applications • Demonstrated skills in Access and data management Interested? An ideal candidate would need to have the following qualifications Required • Be a subject matter expert in support of JLL sourcing strategies, supplier relationships, and program management. • Help to build out and implement standardized and efficient sourcing processes for the account to help streamline the current program. • Develop a sourcing plan and strategy for the account focused on cost savings, supplier consolidation, sustainability, and supplier diversity. • Closely participate in and with clients and Jones Lang LaSalle Sourcing, Facility, and Property Management teams to drive both immediate and sustained benefits to the client(s). • Lead and manage all sourcing-related functions: performing due diligence and assessment of prospective suppliers, executing RFPs/bids, and ensuring effective transition to operations during implementation. • Regularly provide detailed status updates and communication to Supply Chain and business stakeholders. • Provide management, instruction, and follow-up in support of operations teams' RFP/bid, contracting, supplier onboarding, and operational processes.
