Electrical Contractor Qualifying Licensee - New Jersey Department: Engineering/Facilities Management Location: New Jersey (with regional coverage across 6 corporate sites) Reports to: Les Heimgartner, Assistant Compliance Manager Employment Type: Full-time Position Summary JLL is seeking an experienced Electrical Contractor Qualifying Licensee to serve as the designated qualifier for JLL's electrical contractor license in New Jersey and expand qualification capabilities across Northeast jurisdictions. This role is critical to maintaining JLL's compliance with state electrical contracting regulations under NJAC 13:31 and NJSA 45:5A, while supporting the professional development of electrical technicians and tradespeople within our organization. The position requires presence on a regular and continuous basis at JLL's New Jersey principal office, with flexibility across JLL's six corporate sites within New Jersey. Essential Functions Regulatory Compliance & Licensing • Serve as the designated qualifying person for JLL's New Jersey electrical contractor license per NJAC 13:31 requirements • Apply for and obtain electrical contractor qualifier status in additional Northeast jurisdictions, where needed • Maintain active electrical licenses and continuing education requirements across all jurisdictions • Interface directly with the New Jersey State Board of Examiners of Electrical Contractors on all license-related matters • Ensure compliance with all applicable electrical codes, regulations, and safety standards • Monitor and maintain currency of all electrical contractor licenses and permits Pressure Seal Responsibilities (N.J.A.C. 13:31-3.3) • Maintain exclusive responsibility for JLL's Board-furnished pressure seal • Apply pressure seal to all applications for electrical permits and inspection as required by regulation • Travel to project sites as necessary to apply pressure seal for permit applications • Safeguard the pressure seal and ensure proper usage in accordance with Board regulations • Return pressure seal to the Board upon license suspension/revocation, JLL's inactive registration, cessation of electrical contracting operations, or termination of qualifying licensee position • Maintain detailed records of all pressure seal applications and associated permits Supervision of Electrical Work (N.J.A.C. 13:31-3.4) • Exercise full responsibility for inspection and supervision of all electrical work (excluding exempt electrical activities) • Personally inspect employee electrical work or ensure appropriate personal on-site supervision is provided • Maintain regular and continuous presence at JLL's New Jersey principal office as mandated by state regulations • Conduct regular inspections of ongoing electrical work to verify quality and compliance • Approve and sign off on completed electrical work before final inspection • Coordinate with local electrical inspectors for required inspections and approvals • Maintain technical responsibility for all electrical work performed under the contractor license Professional Development & Training Support • Sign off on required affidavits for electrical trainees seeking advancement to next license levels • Monitor licensed personnel within New Jersey jurisdiction (roster provided by JLL License Track team) • Mentor and guide electrical technicians through the licensure process • Assist trainees with experience verification documentation, including: • Organizing and storing work experience records • Completing license application paperwork • Coordinating with licensing boards for application submissions • Tracking apprenticeship and journeyman hour requirements • Develop and deliver internal training programs on electrical codes and licensing requirements Operational Support & Project Oversight • Oversee electrical projects conducted within New Jersey jurisdiction • Maintain communication with accounts throughout assigned area • Review and approve electrical work plans and specifications for compliance • Conduct technical reviews of electrical installations and modifications • Provide expert consultation on complex electrical projects and troubleshooting • Support JLL License Track program implementation and maintenance • Coordinate with the JLL License Track team for credential tracking and management • Maintain relationships with electrical inspectors and regulatory officials • Ensure proper documentation and record-keeping for all supervised electrical work Program Management • Contribute to the development and maintenance of JLL’s comprehensive electrical licensing program policies and procedures • Establish partnerships with trade schools, apprenticeship programs, and professional organizations • Coordinate with HR and regional managers to identify licensing needs and career development opportunities • Coordinate regular reports on licensing status, compliance metrics, and program effectiveness with the JLL License Track team • Maintain official records of all pressure seal applications and supervised electrical work • Serve as JLL's license representative, operating within assigned accounts and reporting to managers cognizant of qualifier responsibilities Required Qualifications Education & Licensing • High School Diploma or equivalent required;
