Our client is seeking several Project Managers to join their team on a long term contract basis. The Integrated Project Manager leads the planning, predevelopment, financing, construction, and operational coordination of CDBG‑DR–funded initiatives and related capital projects across the Client’s portfolio. Operating as an embedded member of the Client’s team, this role serves as the central coordinator among architects, engineers, contractors, City departments, property operations, and rental assistance functions to ensure timely, compliant, and resident‑centered delivery of projects from concept through stabilization. We are seeking Project Managers with the following skillsets: Location: Detroit, MI Type: Contractor Rate – Based on experience - $40-55/hr Position Summary The Integrated Project Manager supports the Client’s CDBG‑DR and capital projects from early planning through construction and occupancy. This role coordinates design, financing, rental assistance, construction, and operations activities to ensure projects are delivered on schedule, within budget, and in full compliance with HUD and federal requirements. Key Responsibilities Project & Development Management • Lead feasibility, due diligence, environmental review, and entitlement coordination. • Manage project schedules, risks, budgets, and documentation. • Coordinate design development, consultant scopes, and contract negotiations. • Prepare funding materials and ensure compliance with CDBG‑DR, HUD, and City requirements. Rental Assistance & Relocation Coordination • Align PBV/HCV commitments, subsidy layering, and approvals with redevelopment timelines. • Support resident relocation planning, HCV issuance, mobility counseling, and phasing. • Ensure compliance with HUD requirements (income eligibility, rent reasonableness, HQS/NSPIRE). • Support leasing, marketing, waitlist coordination, and on‑time subsidy activation. Operations & Asset Management Integration • Review rehab/design scopes for long‑term durability and operating standards. • Coordinate with Property Management and Maintenance on unit readiness, sequencing, and occupancy. • Support capital needs assessments, asset planning, and transition to stabilized operations. • Monitor operational performance (occupancy, work orders, REAC/NSPIRE readiness). Capital Project Execution • Oversee construction schedules, contractor performance, and field inspections. • Review submittals, RFIs, change orders, and pay applications. • Ensure compliance with Davis‑Bacon, accessibility standards (UFAS/ADA), and construction documents. Procurement, Compliance & Reporting • Manage procurement following federal, state, and local rules, including 2 CFR Part 200. • Prepare reimbursement packages, audit documentation, and funding reports. • Maintain accurate, audit‑ready project files and performance dashboards. Qualifications • Bachelor’s in Real Estate, Construction Management, Urban Planning, Engineering, Architecture, or related field (Master’s preferred). • 5–7+ years managing affordable housing, public housing, or federally funded real estate projects. • Experience with HUD programs (CDBG‑DR, PBV/HCV, SLR, Davis‑Bacon, Section 3, HQS/NSPIRE, UFAS/ADA). • Strong skills in project management, coordination, documentation, and compliance. • Familiarity with MS Project/Smartsheet, Procore/Bluebeam, or similar tools.
