JOB SUMMARY The Senior Policy Advisor plays a key role in advancing Inuit priorities and strengthening the policy environment that affects Inuit across Canada. This role provides strategic policy advice and practical recommendations to support improved outcomes for Inuit in designated policy areas. The position serves as a trusted liaison between Inuit Treaty Organizations, federal, provincial, and territorial governments, and external partners, helping to ensure Inuit perspectives, rights, and priorities are reflected in policy development and decision-making. The Senior Policy Advisor also leads the coordination and delivery of assigned program activities, working closely with Inuit regions, ITK staff, and government stakeholders. This includes facilitating collaboration, monitoring progress, and ensuring initiatives are implemented effectively, on time, and in alignment with approved priorities, funding requirements, and Inuit-led objectives. Policy topics may include environmental wildlife, climate, economic development and/or public health. KEY ACCOUNTABILITIES POLICY & PLANNING • Serve as lead advisor on assigned policy files, managing file-specific priorities and deliverables as directed by the Manager. • Research, draft, review, and produce high-quality policy products, including reports, studies, position papers, policy statements, and briefing materials across designated policy areas (e.g., health and social development; environment and wildlife; education, language, culture, and economic development). • Identify evidence and data gaps within assigned policy areas and work collaboratively with partners to support research, analysis, and knowledge development. • Develop funding proposals, including cover letters, work plans, timelines, and budgets, in support of departmental and organizational priorities. • Contribute to departmental and organizational strategic planning, operational planning, and annual work plans, including recommending priority initiatives aligned with Inuit and organizational objectives. • Conduct policy analysis and develop evidence-based recommendations and positions to inform national-level policy development and advocacy. • Facilitate and coordinate the work of committees, working groups, and advisory tables related to assigned policy areas. • Engage and collaborate with internal colleagues, Inuit Treaty Organizations, and federal, provincial, and territorial governments to advance shared policy objectives. • Build and maintain relationships with national policy stakeholders, organizations, and sector-based associations relevant to assigned files. • Monitor emerging trends, legislation, policies, programs, and issues with current or potential impacts on Inuit interests across Canada. • Collaborate with Communications staff to support the development and implementation of communications plans related to key policy initiatives and priorities. COMMUNICATION • Build and maintain strong, collaborative working relationships with Inuit Treaty Organizations, government partners, and relevant external agencies. • Represent the organization in meetings, workshops, conferences, and virtual forums, ensuring effective and respectful communication with stakeholders across assigned policy areas. • Plan, facilitate, and actively contribute to meetings, workshops, and conferences to support collaboration, information sharing, and progress on policy priorities. • Foster inclusive, respectful, and high-performing working environments within national-level working groups and committees. • Participate in and, where appropriate, lead internal cross-functional working teams related to assigned policy files. • Provide training, mentorship, and quality review of work produced by departmental staff, as required, to support capacity-building and knowledge transfer. ADMINISTRATION • Organize, manage, and disseminate information in a timely, accurate, and accessible manner to support informed decision-making. • Coordinate and manage assigned projects from initiation through completion, including budget tracking, consultations, working group and committee activities, logistics for meetings and workshops, communications coordination, and required reporting. • Establish, maintain, and manage policy, research, and administrative records and systems in accordance with organizational standards and requirements. REPRESENTATION & RELATIONSHIPS • Represent ITK in meetings and conferences or on committees and working groups as assigned by the Manager, including participation on task forces or working groups that bring together government departments and Inuit Treaty Organizations. • Must be able to work both independently and co-operatively with a variety of individuals and groups, including government and Inuit Treaty Organizations, and other partners. • Must be able to foster strong working relationships with Inuit Treaty Organizations and relevant Federal and Provincial/Territorial Government departments. QUALIFICATIONS EDUCATION Any combination of education and experience providing the required skill and knowledge for successful performance, including for example: • Minimum of a bachelor’s degree in a relevant discipline: health, health sciences, nutrition, political/social science, environmental sciences, etc. with a minimum of 4 years of related work experience and/or field research. OR • Completion of Grade 12 or equivalent and a minimum of 5 years of relevant work experience in a similar role. KNOWLEDGE & SKILLS • Good working knowledge and understanding of a breadth of policy issues as they relate to Inuit in Canada. • Good understanding of community needs and traditional values in Inuit communities. • Knowledge and understanding of Inuit land claim agreements and organizations and related legislation and policy frameworks. • Familiarity with federal government programs and policy including the ability to understand and interpret policy and legal documents, legislation, and regulation. • Proven and effective writing, speaking, organization, facilitation, coordination, prioritization and time management skills. • Familiarity with the principles and practices of business administration, including program budgeting. • Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset). • Strong computer skills in Microsoft Office (Word, Excel, PowerPoint, and Access). • Ability in the areas of analysis, program development, evaluation, and consultation. • Sound problem solving and analytical skills. • Sensitive to local, political and cultural issues. EXPERIENCE • General research and policy development experience. • Experience with project management or program development and implementation. • Experience with partnership development and maintenance. WORKING CONDITIONS • Required to work on site five days per week. • Role involves prolonged sitting and computer screen usage. • Occasional travel and regular meetings. • Operational direction is provided by the Director. • Politically sensitive issues may become stressful. • Frequent deadlines, which intensify when workload is large. • Applicants who are a Beneficiary under a Land Claims Agreement will be given priority hiring.
