Overview Overview: ITility is seeking an outgoing and relationship-oriented Manager, Special Operations, Threats and Strategic Programs, who will play a key role across the full business development lifecycle with a primary focus on supporting U.S. Special Operations Command (SOCOM) and related mission partners. This individual will actively identify and qualify new Federal opportunities, particularly within SOCOM’s operational landscape, while building and nurturing strategic relationships with government and industry stakeholders across the special operations community. The ideal candidate will possess strong proposal development experience and will contribute to writing, reviewing, solutioning, recruiting, and teaming efforts to ensure high-quality and compliant submissions aligned to SOCOM mission needs. This is a remote role with occasional travel. In this role, you will help expand ITility’s presence across SOCOM as well as adjacent defense and intelligence markets by shaping customer requirements and influencing acquisition strategies through customer intimacy and proactive engagement. You will support pursuit decisions, prepare responses to RFIs and market research requests, and move opportunities through the proposal cycle. Following successful awards, you will assist in transition planning and execution to ensure smooth organizational handoff to operations and mission delivery. Responsibilities Responsibilities: Build and maintain trusted relationships across SOCOM program offices, acquisition teams, and operational stakeholders. Monitor SOCOM acquisition forecasts and identify early indicators of emerging requirements. Maintain awareness of SOCOM’s mission priorities, tactical needs, and technology modernization initiatives. Understand SOCOM’s preferred contract vehicles, past performance requirements, and teaming expectations. Engage in targeted outreach to prime contractors supporting SOCOM to establish teaming opportunities. Track SOCOM-specific industry events and represent ITility at engagements, conferences, and one-on-one sessions. Monitor Government opportunity portals. Assist in growing the opportunity pipeline, to include existing as well as adjacent markets/customers, through diligent and timely identification/qualification of new business opportunities by leveraging technologies, customer intimacies and inter-company collaboration. Maintain close customer relationships, understanding their needs and shaping customer requirements. Support capture efforts to include providing market, competitor, and customer intelligence, and recommend resources to address gaps. Make informed recommendations on pursuit and bid decisions. Develop responses to government Market Research and Requests for Information and pursue resulting leads to move them through the proposal cycle. Track and communicate status of qualified opportunities pipeline, resource needs, win strategies, and recommendations to Business Development leadership. Participate in the proposal phase of the opportunity (including but not limited to writing, editing, reviewing, recruiting, etc.) to ensure submissions are compliant to all bid requirements and contribute feedback and innovative ideas to the team in support of continuous improvement. Participate in pursuit of multiple opportunities at varying stages of acquisition lifecycle simultaneously. Represent ITility in Business-to-Business engagements, Trade Show Events, and government One-on-One engagements, including occasional travel. Conduct cold calls for purposes of opportunity research, proposal team building and staff recruiting. Qualifications Required Skills /Abilities: Excellent verbal, written, and interpersonal communication skills with the ability to confidently engage a variety of personalities across military, civilian, and industry environment. Strong relationship-building skills with comfort initiating conversations and interacting with senior leaders, technical SMEs, and teaming partners in both structured and informal settings Ability to manage conflict professionally and facilitate productive discussions that lead to collaboration and problem resolution Strong organizational skills with attention to detail, time management, and the ability to meet deadlines consistently Proven ability to lead and contribute within a fast-paced, deadline-driven environment that often requires flexibility and rapid response Ability to manage multiple pursuits simultaneously and prioritize tasks based on mission needs and business objectives Willingness to work extended hours during surge periods such as proposal deadlines or customer engagements Proficiency with Microsoft Office Suite and collaboration tools used for BD, capture, proposal development, and team coordination Strong sense of initiative and ability to operate independently while coordinating effectively with multi-disciplinary teams Education and Experience: Bachelor’s degree in Business Administration, Finance or related field. Minimum of 5 years’ experience working with federal integrators and at least 5 years of Federal Business Development experience. Extensive network of Government and industry relationships with proven experience in pursuing and capturing new federal business, including building and leveraging those relationships to develop effective teaming and win strategies and to create a winning proposal. Workshops/certifications in proposal development and/or government acquisition process considered favorably Familiarity with federal government acquisition types, processes, and tools Working knowledge of GSA Schedules and other GWAC vehicles terms and conditions as well as working knowledge of the FAR/DFAR Demonstrated business development skills including opportunity qualification, win strategy development, customer and industry collaboration, and team leadership Demonstrated successful experience responding to IDIQ (Indefinite Delivery/Indefinite Quantity) task order requests and providing central management and oversight of IDIQ activities. Be prepared to specify roles and contributions throughout the process of multiple opportunity pursuits. Experience working collaboratively and often with government contracting officers, CORs, technical officers, and program managers. Demonstrated experience in identifying, selecting, and negotiating with subcontractors as part of the win strategy Proficient in the appropriate treatment of sensitive and company proprietary information Active clearance highly valued Physical Requirements: Work is typically performed in an office setting. Prolonged periods of sitting at a desk and working on a computer. While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see. Must have the ability to lift 15-25 pounds.
