Background: The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US and Europe. Job Overview/Summary: The IRC is seeking a Senior Program Officer, eLearning. This position will serve dual roles. The position will support the IRC’s efforts as subcontractor for the Office of Refugee Resettlement National Call Center and Sexual Abuse Hotline. In this role, the position will design and produce call center staff-facing asynchronous eLearning modules, learning regimens, and job aides in concert with subject matter experts on the team and in line with contractor requirements and an established training plan. The role will also support other RAI learning initiatives, providing instructional design services and products across the department. MAJOR RESPONSIBILITIES: • Assist the sub-contract team in successfully executing a vision for call center staff training and development • Work closely with subject matter expert teammates to conduct learning needs assessments, establish learning objectives, and design and develop content • Ensure that training needs of call center staff are supported and met through iterative products that respond to learner feedback • Develop eLearning modules, job aids, and other multimedia learning tools • Ensure that all training resources are stored, organized, and accessible through the Learning Management System • Contribute to the Call Specialist Handbook development and ongoing updates as needed • Identify and implement educational technologies to support training approaches • Contribute relevant training data to Monthly Contract Management Reports • Assist in maintaining training records for all staff • Evaluate training for efficacy and adjust methodology and materials as needed to improve understanding of information by call center staff • Support the program’s established training plan • Support RAI learning needs through collaborative development and facilitation of learning deliverables such as eLearning modules, job aids, and other training products KEY WORKING RELATIONSHIPS: Position reports to: Deputy Director, Learning (Lead Training Specialist) Position directly supervises: N/A Indirect reporting: N/A Other internal and/or external contacts: Works closely with subject matter experts and RAI team leads JOB REQUIREMENTS: • Bachelor’s Degree in instructional design, education, or other relevant field (or equivalent work experience and/or certification) • Graduate degree highly desired • Minimum four years of experience developing and implementing training, technical assistance, capacity-building, or education programs • Experience developing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc. • Proven ability to develop training curricula, help documentation and other support materials • Deep understanding of instructional design principles (including adult learning theory) • Instructional Design certification preferred • Experience contributing to program monitoring and evaluation (data collection, management, and reporting) • Deep experience with Learning Management Systems (LMS) • Experience with webinar software • Top-notch writing, editing, and presentation skills • Proficiency with eLearning content creation software, audio/video editing tools, and the MS Office suite • Ability to work independently and meet strict deadlines in a fast-paced, detail-oriented environment • Fast learner, creative problem solver • Experience engaging with subject matter experts and building collaborative trainings • Excellent interpersonal and communication skills: ability to effectively liaise with colleagues on all levels in a multicultural environment • Familiarity with the United States refugee resettlement process a plus • Familiarity with ORR unaccompanied children programming a plus • ***Employment contingent on successful acquisition of a Tier 2 Certificate of Public Trust government background investigation*** Language Skills: English language fluency, additional languages spoken by IRC staff and/or clients a plus Working Environment: Standard office and/or remote working environment. Compensation: (Pay Range: $76,000 - $102,600) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
