Work for the IMF. Work for the World. The International Monetary Fund’s (IMF) Communications Department is looking for a Senior Communications Officer to work in its Stakeholder Engagement Division with a focus on engagement with civil society. The Communications Department (COM) is the Fund’s strategic center for communication. It develops and coordinates the IMF’s external and internal communications strategy, shapes the IMF’s key messages, advises IMF Management and staff on how best to convey key messages and engage key stakeholders, and monitors and responds to what people outside the IMF say about the institution and its activity. The Stakeholder Engagement Division in COM (COMSE) promotes understanding of, and support for, the IMF through two-way engagement with the public and key stakeholders, including civil society, labor unions, think tanks, parliamentarians, youth and academics. The division disseminates information about the Fund, initiates, and facilitates dialogue and efforts to build relationships with these and other stakeholders and umbrella organizations. The Stakeholder Engagement Division also advises on and plans Management’s public engagements, in close coordination with departments and Management, and manages the Fund’s Giving Program. Under the general supervision of the Division Chief and Deputy Division Chiefs, key responsibilities of the Senior Communications Officer will include: Lead the planning and implementation of forward-looking engagement strategies with civil society organizations (CSOs) at the global level, including the review and update of the 2015 Guidelines on IMF Staff Engagement with CSOs and the communications strategy to build awareness and promote adoption of the updated guidelines once published. Coordinate the development and implementation of the framework and communications strategies for engaging CSOs at a regional and local (country) level in collaboration with relevant COMSE team members, COM matrix teams and IMF Area departments. Manage the IMF’s contributions to, and participation in, the Civil Society Policy Forum at the IMF/World Bank Annual and Spring Meetings. Plan and manage the IMF’s CSO Fellowship program, including regular and ongoing engagement with fellows. Monitor CSO opinion, feedback, and statements in relation to the Fund and its work and advise IMF management and staff on their engagement with civil society. Lead IMF public consultations with civil society on key policy issues and updates. Contribute to the development and implementation of the Fund's broader communications strategy, by actively engaging with other IMF departments on regional and policy issues of interest to civil society, and designing effective outreach strategies to external stakeholders. Prepare briefs for IMF Management or senior staff for their stakeholder engagements, including talking points and key messages, choreography notes, biographies and relevant briefs in coordination with other COM divisions and IMF departments. Participate in COM matrix teams and collaborate with other departments on communication issues. Contribute to other divisional and departmental efforts and projects as needed. Qualifications Minimum Qualifications: Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in Communications, International Relations, Languages, or a related field, supplemented by a minimum of eight (8) years of relevant professional experience, is required; or, a university degree, or equivalent, and fourteen (14) years of relevant professional experience is required. Desirable Qualifications: Proven track record and in-depth experience of relationship building and engagement with non-media stakeholders, in particular civil society organizations, at a global, regional and local level on issues of relevance to the IMF’s mandate Leadership experience in communications, with a strong track-record in developing and implementing innovative approaches to strategic communications with regard to high profile public engagement and stakeholder engagement activities In-depth knowledge of the Fund’s work, operations, and priorities and first-rate analytical skills Excellent organizational and planning skills, with strong drive for results and impact, and collaborative working style Strong written and oral communication skills, with excellent judgement on often-complex issues Demonstrated ability to build trust across different stakeholders at various levels, both externally and internally, including non-media stakeholders, as well as IMF Management, senior officials, and staff Strong advocacy and influencing skills, with good track record of synthesizing multiple points of view or perspectives and building consensus around a position or approach that is aligned with institutional priorities Openness to feedback and excellent teamworking and interpersonal skills A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
