Overview: Clearance: Public Trust (suitability background investigation required) Citizenship: U.S. Citizen Location: Emmitsburg, Maryland (National Emergency Training Center – NETC Campus) Work Type: Onsite (with situational telework as authorized) Contract Type: Full-Time Job Posting Active Until: Open until 10/31/2025 Annual Salary Range: $80,000 – $120,000/year INTECON is looking for a highly skilled Project Manager to provide leadership and oversight for the Federal Emergency Management Agency’s (FEMA) National Disaster & Emergency Management University (NDEMU) Independent Study Program (ISP). The Project Manager will serve as the single point of contact for the Contracting Officer and Contracting Officer’s Representative, ensuring seamless execution of program objectives. This role will manage contractor performance, coordinate with key stakeholders, and ensure compliance with FEMA standards to support training delivery for millions of students nationwide. Key Duties & Responsibilities Serve as the primary point of contact with the Government for all contract activities and deliverables. Provide overall leadership, planning, and management of contractor personnel supporting FEMA’s ISP. Ensure timely delivery of monthly reports, SOP updates, and other contractual deliverables. Oversee use of the NDEMU Independent Study Database System (ISDBS) to manage student records, course completions, and transcript requests. Coordinate responses to group verification and transcript requests while safeguarding Personally Identifiable Information (PII). Manage reconciliation of duplicate accounts and oversee customer service operations, ensuring responsiveness to inquiries by phone, email, and mail. Conduct monthly meetings with FEMA COR and stakeholders to review progress and resolve issues. Support testing and evaluation of new technologies that enhance Independent Study program delivery. Maintain and update Standard Operating Procedures (SOPs) for program administration. Ensure all staff meet FEMA security and IT training requirements. Provide leadership during program phase-in and phase-out to ensure uninterrupted operations. Required Qualifications Bachelor’s degree in Business Administration, Management, or related field. 5+ years of experience in project management or related field. Demonstrated ability to lead and motivate diverse teams, manage conflict, and meet deadlines. Proven track record managing government contracts or large-scale training/education programs. Excellent verbal and written communication skills. Strong analytical, problem-solving, and decision-making skills. Must be able to obtain and maintain a Public Trust clearance. Desired/Preferred Project Management Professional (PMP) or Program Management Professional (PgMP) certification. Prior FEMA or DHS program management experience. Experience with education, training, or e-learning program delivery. Tools & Technologies Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). FEMA Independent Study Database System (ISDBS).
