Responsibilities: The Emergency Preparedness Compliance Manager, under the direction and supervision of the Director of Safety & Security is responsible for managing the organization-wide emergency preparedness programs, ensuring all facilities, personnel, and assets are adequately protected from all hazards. The Emergency Preparedness Program shall include: 1) the implementation of emergency preparedness policies and procedures designed to prepare, train, and protect employees, participants, visitors, and facilities during emergency/crisis events; 2) provisions to ensure compliance with CMS, Local, State, and Federal agency’s regulatory requirements; and 3) provisions to regularly test preparedness and response. Essential Functions and Work Responsibilities Functional Category: Management of Emergency Preparedness Estimated Percent of time Spent – 60% • Ensures all CMS, local, State, and Federal emergency preparedness regulatory requirements are met for all InnovAge, organization-wide. • Designs, develops, implements and maintains the company’s Emergency Preparedness Program to include policies, standards, guidelines, processes, procedures and plans that will serve to govern and manage emergency preparedness for InnovAge. Program shall include: • Emergency Plans (i.e., Business Continuity Plan, Incident Command System, Comprehensive Emergency Response Plan (CEMP), Hazard Vulnerability Analysis (HVA), Health Care Coalition (HCC) membership and active participation for each PACE Center) • Emergency Procedures (evacuations, lighting, alarm equipment, supplies, exit route requirements, loss of utilities) • Communication Plans (mass notification, employee call-in, emergency phone trees) • Training and Testing (staff training, drills, exercises) Functional Category: Training and Education of Staff Estimated Percent of time Spent – 20% • Develops individualized training to address unique training needs throughout InnovAge operations. • Conducts or organizes training sessions in areas such as; emergency preparedness, incident response, and other areas as assigned. • Provides observation and instruction to staff and supervisors, to ensure proper implementation of Emergency Preparedness policies and procedures. • Performs needs analysis studies in order to ensure the effectiveness of orientation and other education needs within scope of the InnovAge Safety & Security. • Ensures designated supervisors and others are properly trained, qualified, and/or certified to conduct Emergency Preparedness trainings per policy. • Evaluates and reports on the effectiveness of education efforts, and makes changes as requested. • Communicates frequently with the supervisors of trainees in regards to the progress and abilities of trainees. • Selects and/or develops testing and evaluation procedures used to ensure training/education competency. • Designs, develops, and conducts training for incident management teams and the corporate crisis management team to ensure readiness/preparedness in responding to emergency/disaster/crisis events. • Trains all employees in how to respond to emergency and crisis situations. • Conducts regular emergency drills/exercises, so that employees know what to do in case of fire, violent intruders, or other emergencies. Functional Category: Supervision of Employees Estimated Percent of time Spent – 15% • Cultivates a bench of leadership and technical talent to deliver results and support future growth. • Infuses team with a sense of purpose and create clear accountabilities and metrics. • Build and lead an agile and responsive team that is accountable for maintaining a cost effective, secure and stable environment, maximizing customer service, system availability and performance. • Carries out supervisory responsibilities in accordance with the organization's policies and applicable state and federal employment laws. • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; recognizing and rewarding employees; corrective disciplinary procedures and practices (under direction of supervisor and in partnership with Human Resources), addressing complaints and resolving problems. • Ensures annual employee performance reviews are conducted in a timely and effective manner. Evaluates performance of employees for compliance with established policies and objectives of the organization and contributions in attaining objectives. • Helps set the tone of the department to ensure high morale and teamwork, and that the positive employment culture of the organization is maintained. • Regularly schedules leadership/management, department, and staff 1:1 meetings to provide leadership, development, and a forum for communication to ensure coordination and collaboration in meeting organization and individual goals. Other Responsibilities • Demonstrates a commitment to the quality improvement process and the philosophy of continuous improvement; identifies and responds actively and with sensitivity to the needs of all concerned; participates as a team player in all phases of the organization; and is open and responsive to change. • Communicates and interacts with co-workers and all others in a pleasant and professional manner at all times. • Maintains strict confidentiality of personnel data, proprietary information, and sensitive materials as required. • Maximizes cost efficiency and productivity in the use of all resources of the department and organization. • Attends all required department events, staff meetings, and any other job-related functions. Attends and successfully completes all mandatory trainings. • Does not communicate with any news media or volunteer business information to other agencies. Directs public relations issues to the appropriate person. • Does not enter into any contract without approval which commits the organization to any obligation, or which transfers company assets to any outside interests, or which involve expenditures of a capital nature. • Performs within position and personal limitations and provides information to employees, co-workers, business contacts, and others only as able and appropriate for position. • Complies with all InnovAge policies and procedures. • Immediately stops a process that jeopardizes safety and/or security. • Performs other duties as assigned. Travel Requirement Travel Estimated Percent of time spent 20% • Travel between InnovAge worksites nationwide • Overnight travel out of state Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Licensure, Certification, Registration or Designation • Requires state issued driver’s license, personal transportation, good driving record and auto insurance as required by law and the ability to travel. • Requires IAEM Associates Emergency Manager (AEM) designation or Certified Emergency Manager (CEM) designation, or ability to obtain within two (2) years of hire date. Work Experience and Qualifications • Minimum six (6) years of combined broad-based Emergency Preparedness experience required. • Previous experience and proven ability to effectively train/educate adult learners individually, small groups, and large groups. PREFERRED Education • Bachelor’s degree in emergency management related field. Licensure, Certification, Registration or Designation • Other Emergency Management related license or certification. Work Experience and Qualifications • Direct experience working with Local, State, and Federal emergency management agencies.
