We need following candidate: Title: Project / Program Manager - Cloud Services AWS, Azure, DevOps Duration: 12+ Months Remote Work • **Public Trust Clearance Required *** This role acting as the program s enterprise architect, develops and matures our EA capability, defining the current and future state architectures for all the enterprise systems that support the rapidly growing technical environment, supports the upskilling of our team capabilities, and provides the standards, governance, and technical expertise to ensure the success of an optimized environment. Collaborating with the Digital Information Transformation Manager, this position will lead and mentor our team of enterprise solution architects in building out a cohesive, adept, and responsive enterprise architecture and create solutions to enhance the capability for the program and our customer. This position is responsible for overseeing and managing all engineering projects and initiatives to ensure seamless integration of projects through the engineering pipeline; and be a change agent, define new ways of developing product and packaging solutions internally and externally, and help the organization become more effective and Agile. POSITION RESPONSIBILITIES: The person in this role shall perform the following (to include but not limited to) activities: • Partner with leadership, business stakeholders, technical experts, and subject matter experts to provide governance, roadmaps, and enterprise architecture artifacts that enable efficient decision-making, operational support, and scalable enterprise capabilities. • Lead a high-performing team of solution architects and senior engineers; establish and enforce enterprise architecture standards, modernization strategies, and best practices while providing thought leadership in innovation and secure solution design. • Drive the adoption of DevSecOps and Agile frameworks, including the enterprise implementation of CI/CD pipelines, Git-based workflows, and Infrastructure-as-Code (IaC) practices for automated provisioning of infrastructure, networks, and storage across on-premises, cloud, and hybrid environments. • Oversee migration away from AWS CodeCommit, establishing and governing GitLab integration for version control, pipeline execution, and collaborative development at scale. • Guide the development and implementation of Terraform-based IaC solutions to improve infrastructure consistency, reliability, audibility, and operational efficiency. • Provide strategic oversight and technical direction for solutions leveraging JavaScript across multiple platforms, including Google Apps Script for Google Workspace automation, ServiceNow scripting for platform customization, and VMware vRA/vRO JavaScript for extensibility and infrastructure automation. • Ensure proper use of JSON for configuration management, automation, and data exchange between systems and services. • Oversee enterprise adoption of cloud platforms such as AWS and Azure, ensuring secure, scalable, and cost-optimized architectures are implemented and maintained. • Support and lead enterprise architecture activities including infrastructure engineering design, standards and governance, experimentation, prototyping, concept development, planning, requirements definition, analysis, feasibility assessments, systems design, integration, testing, Release and Deployment Management (RDM), and ongoing service and product support. • Establish and manage a solutions engineering function and innovation pipeline to evaluate and integrate new technologies, services, and capabilities into approved GSA and IDT environments, enhancing service delivery while maintaining fiscal responsibility. • Develop, document, and promote best practices for managing enterprise workloads securely, reliably, and cost-effectively across multiple platforms and environments. • Maintain awareness of technological advancements; provide actionable recommendations for tool adoption, consolidation, and modernization to improve operational stability and efficiency. • Collaborate across teams to align digital transformation initiatives with enterprise standards, ensuring architectural consistency and long-term scalability. • Evangelize enterprise architecture standards, frameworks, and modernization strategies to internal and external stakeholders, ensuring understanding and alignment across the organization. • Mentor and manage team members, fostering technical excellence, leadership development, and professional growth opportunities. • Establish strong partnerships with business units and IT programs to understand drivers, requirements, and solution strategies that align with enterprise objectives. • Define and maintain enterprise architecture processes, templates, and systems that support evaluation, change management, and risk mitigation while enabling rapid progress toward modernization goals. • Develop and maintain 1 5 year enterprise technology roadmaps, grounded in business priorities, technology trends, lifecycle upgrade requirements, and security considerations. • Stay current with emerging enterprise technologies, assess their applicability, and make pragmatic, evidence-based recommendations for adoption within federal and hybrid environments. • Identify opportunities to reduce IT and operational costs through architectural improvements, modern tooling, and process optimization. • Provide guidance on business architecture, systems processing, and modernization initiatives. • Perform other related work as required. CONTRACT REQUIRED QUALIFICATIONS: The following qualifications are required for this position (candidates who do not meet these will not be considered): • Public Trust Clearance obtained prior to the start date. • ITIL v4 Foundation Training and Certification, which may be obtained within 120 days of hire. • ITIL v4 Specialist: High Velocity IT certification. • An active Project Management Institute Agile Certified Practitioner (PMI-ACP) certification. • An active professional-level cloud certification in at least one of the following cloud service providers: Google Cloud Platform (Google Cloud Platform), Amazon Web Services (AWS), or Microsoft Azure. • A minimum of five (5) years of experience managing Agile and DevOps projects in complex enterprise environments. • Demonstrated experience implementing both technical and process changes within highly complex infrastructure ecosystems, including hybrid cloud and legacy modernization initiatives. • Proven ability to apply expertise across multiple complex work assignments, requiring originality, innovation, and independent judgment to determine and execute solutions. • Ability to operate with appreciable latitude in developing methodologies, presenting solutions, and contributing to strategic deliverables and performance metrics. • Experience working remotely under limited supervision, with the ability to lead and supervise other personnel when required. CONTRACT DESIRED QUALIFICATIONS: The following qualifications are desired for this position (candidates who possess these will be considered more competitive): • Scaled Agile Framework (SAFe) Release Train Engineer (RTE) certification. • Demonstrated success in developing, mentoring, managing, and growing high-performing teams, with a leadership style characterized by high emotional intelligence, influence, patience, and inclusivity. • Broad understanding of IT technical concepts, enterprise systems, and infrastructure processes, including emerging technologies and modernization practices. • Proven ability to work independently and proactively, taking initiative to solve complex problems and drive outcomes. • Exceptional oral and written communication skills, with the ability to convey complex technical concepts clearly to both technical and non-technical audiences. • Strong analytical and quantitative reasoning abilities to support evidence-based decision-making. • Detail-oriented, with the ability to meet and exceed quality standards across deliverables and milestones. • Excellent organizational and interpersonal skills, with the ability to determine the appropriate level of detail at various project phases • Strong planning, time management, and coordination skills, with the ability to manage multiple priorities in a dynamic environment. EDUCATION AND EXPERIENCE • Bachelor s degree or equivalent. • 10-15 years' experience in IT architecture, development, Enterprise Architecture, or similar role preferred. • Experience managing cross-functional teams and collaborating with internal and external stakeholders (e.g., architects, operations personnel) to gather service requirements in support of design and delivery of service capabilities. • Contributes to deliverables and performance metrics where applicable. • Performs work that requires practical experience and training while under supervision.
