Lead and oversee all aspects of a large federal government contract program including planning, execution, compliance, budgeting, staffing, risk mitigation, and stakeholder communication.
Must have 10+ years managing large federal digital programs, PMP or PgMP certification, Agile certification, experience leading Salesforce programs, U.S. citizenship/Green Card, and reside in the U.S. with preference for DC metro area.
Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award. The Program Manager will provide overall leadership and direction for a government contract, ensuring delivery of program objectives, compliance with federal requirements, and alignment with agency mission goals. This role is responsible for managing scope, schedule, budget, staffing, risk, and performance while serving as the primary point of contact between the government client and the contractor’s leadership team. Job Location: Remote, however, strong preference for candidates who live in the Washington DC Metro Area. There will be occasional onsite meetings on the client site in Washington, DC. *If you accept this position, you should note that ICF does monitor employee work locations blocks access from foreign locations/foreign IP addresses and prohibits personal VPN connections. What You Will Do: Lead program planning, execution, and delivery in accordance with government contract requirements, milestones, and performance standards. Oversee program operations including staffing, task management, resource allocation, and subcontractor coordination. Develop and maintain project roadmaps, plans, schedules, and performance tracking tools; ensure timely delivery of contract deliverables. Manage program budgets, cost controls, and financial reporting in alignment with contract guidelines. Identify and mitigate risks, issues, and dependencies that may impact program success. Ensure compliance with all federal regulations, security requirements, and quality standards. Provide leadership, coaching, and mentorship to project managers, technical leads, and contract staff. Prepare and deliver program status briefings, reports, and metrics to government stakeholders and internal leadership. What You Will Bring With You: U.S. Citizenship or a Green Card is required due to federal contract requirements Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S. Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years. Bachelor’s degree in Business Administration, Management, or related field. Prior experience leading at least 3 Salesforce Programs. 10+ years managing large federal digital programs. Certified in Agile certification. Certified Project Management Professional (PMP) or Program Management Professional (PgMP). What We Would Like You To Bring With You: Master’s degree preferred. Proven track record managing large, complex programs involving IT modernization, system implementation, or mission support services especially within the Grants Management space. Strong understanding of federal acquisition processes, contract types (FFP, CPFF, IDIQ, etc.), and compliance requirements. Experience leading programs in Department of Transportation, intelligence, civilian, or health agency environments. Prior experience managing subcontractors and multi-vendor teams on federal contracts. Certified in Salesforce (SFDC) Administrator or other Salesforce certifications. Professional Skills: Excellent communication and client facing skills and ability to negotiate & prioritize and successfully drive project objectives within schedule and budget. Highly effective analytical, problem-solving, and decision-making capabilities. Excellent communication and interpersonal skills to interface effectively at all levels of the business. Organized, detailed oriented and able to prioritize and multi-task. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
