ICF seeks a Deputy Director of Content and strategy who will be responsible for the strategic development, implementation, and continual improvement of content and service delivery within the Quality Support Center (QSC). This role ensures programmatic excellence by leading content strategy, coordinating quality support services, managing partnerships, and using data-driven insights to advance the program’s impact, with a steadfast commitment to equity, diversity, and inclusion. PreK is the City of Philadelphia’s universal pre-kindergarten initiative, dedicated to ensuring that every child has access to high-quality, affordable early learning experiences. The program’s mission is to promote positive outcomes for children, families, and communities by: Expanding access to quality pre-K education for all eligible children. Elevating instructional standards and operational excellence among providers. Advancing equity, inclusion, and cultural responsiveness Strengthening community partnerships and family engagement utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area. Key Responsibilities: Ability to set vision, inspire teams, and drive organizational priorities. Design and implement a comprehensive content and communications strategy to support preK’s outreach, training, and resource development. Oversee the creation, review, and dissemination of high-quality materials that reflect best practices in early childhood education and promote the preK brand. Lead initiatives for ongoing program evaluation and innovation, ensuring services reflect the evolving needs of the community. Ensure all content is accessible, culturally responsive, and tailored to the diverse needs of providers, families, and stakeholders. Collaborate with internal teams and external consultants to ensure timely and effective delivery of support services that enhance classroom quality and child outcomes. Develop and maintain strategic partnerships with early learning providers, community organizations, city agencies, and advocacy groups. Facilitate regular communication and engagement with stakeholders to ensure alignment with program goals and service requirements. Translate data insights into actionable recommendations for program improvement. Basic Qualifications: Bachelor’s or Master’s degree in early childhood education, Child Development, Social Work, or a related field required Minimum of 5 years’ progressive experience in program management, content strategy, or early childhood systems leadership. 2+ years of experience developing and managing high-impact content and communication strategies. 2+ years of experience coordinating quality support services and professional development for education providers. 2+ years of experience in partnership development, stakeholder engagement, and collaborative leadership. 2+ years of experience managing data systems, analyzing program outcomes, and reporting to stakeholders. 2+ years of experience with Philadelphia/PA ECE, including strong knowledge of Pennsylvania’s Keystone STARS and early learning standards. 2+ years of experience with early childhood systems, Philadelphia’s ECE landscape, and the unique challenges facing community-based providers. Professional Skills : Strong leadership, communication, and organizational skills. Ability to work effectively with diverse populations and collaborate with multiple agencies and partners. Deep commitment to diversity, equity, and inclusion, with experience implementing DEI strategies in educational settings. Proficiency in data systems, reporting tools, and Microsoft Office applications. Exceptional written, verbal, and interpersonal communication skills. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
