The Vice President, Rural & Agricultural Policy, is a member of the ICBA Congressional Relations department with specific responsibility for legislative efforts related to rural and agriculture policy initiatives. This role works closely with ICBA’s Sr. VP, Agriculture & Rural Policy, particularly in lobbying the House and Senate Agriculture Committees. This individual will attend and speak to ICBA state associations’ ag lenders’ conferences; attend ag meetings and conferences and similar events when needed to help increase ICBA’s visibility at agricultural and industry events. This individual will interact with relevant federal agencies to help guide agricultural regulations impacting the ag banking sector. This person will contribute news items as needed for ICBA’s NewsWatchToday. Duties & Responsibilities Play a key role in ICBA lobbying efforts to congressional agriculture committees, maintaining ongoing contact with members of Congress and their staffs regarding issues impacting rural America and agriculture that impact community banks. Attend PAC events for members of Congress both in-town and occasionally out-of-town. Participate in outreach to federal agencies including the USDA; Farm Credit Administration; CFTC and other agencies as needed. Interact with farm and rural organizations to strengthen ties with other agricultural industry representatives and develop awareness of community bank interests. Occasionally speak to ag banker conferences of state associations. Contribute brief summaries of policy developments for ICBA’s NewsWatchToday newsletter. Qualifications Bachelor’s degree in agriculture, economics, or other related field required. Minimum 3 years of Capital Hill experience required, with experience in the agricultural policy arena preferred. Strong communications and relationship building skills with the ability to think proactively to cultivate relationships with members of Congress and their congressional staff. Establish and maintain relationships with other lobbyists, trade associations and coalitions. Work with association members for lobbying and informational purposes. Excellent policy analysis and advocacy skills. Self-starter who is detail-oriented with ability to prioritize and multitask. Works well independently and as a member of a team. Excellent writing, editing and time management skills. Proficient in Microsoft Word and PowerPoint. Compensation and Benefits ICBA offers competitive compensation and benefits and is conveniently located in the nation’s capital. The target annual salary range for this role is currently $120,000 to $180,000 based on a regular, full-time schedule. The amount of compensation offered will be determined by several factors, including but not limited to experience, qualifications, market data and internal equity.
