Location: Hattie Mae White Department: HR Business Partnerships Area:Northwest Contract Months:12 Salary Range: $110,000.00 – $135,000.00 Academic Year: 25-26 JOB SUMMARY The CTM Program Manager – is a key leadership role within HISD’s high-performance culture, tasked with coordinating complex, cross-departmental initiatives to elevate Human Resources services in alignment with district-wide strategic goals. This role blends expertise in Human Resources operations with collaborative project management to drive innovation, safety, efficiency, and operational excellence. In line with HISD’s commitment to serving schools and ensuring all systems support student achievement, the CTM Program Manager works across functional teams—including HR, operations, and school-based staff—to implement sustainable solutions that meet the evolving needs of the district. MAJOR DUTIES & RESPONSIBILITIES 1 Lead cross-functional teams across HR and other departments to improve service delivery, resolve systemic challenges, and support campus needs. 2. Ensure alignment with HISD’s strategic objectives by collaborating with senior leadership and key stakeholders, ensuring projects advance HR’s and the district’s broader educational mission. 3. Define the scope and goals of projects, collaborating with multiple stakeholders to determine deliverables, timelines, and measurable success criteria. 5. Coordinate and optimize cross-departmental resources, ensuring that stakeholders are aligned and equipped to support the goals of Human Resources initiatives. 6. Foster a high-performance, collaborative culture, encouraging transparent communication, solution-oriented thinking, and innovation in Human Resources systems and services. 7. Provide professional guidance and leadership to cross-functional and Human Resources-specific team members, setting expectations for continuous improvement and performance excellence. 8. Serve as a liaison between Human Resources teams and cross-functional partners, offering regular project status updates, strategic insights, and ensuring concerns are addressed in a timely and productive manner. MAJOR DUTIES & RESPONSIBILITIES CONTINUED 9. Identify and manage risks associated with Human Resources operations, ensuring that project timelines, safety standards, and legal requirements are met. 11. Monitor and manage project budgets, ensuring effective use of resources and alignment with district financial policies. 12. Leverage project management systems and data platforms to track key performance indicators (KPIs), assess program impact, and drive evidence-based decision-making. 13. Stay current on Human Resources best practices and regulatory updates, applying emerging knowledge and technologies to improve HR functions. 14. Promote HISD’s values of reliability, safety, and equity by building a culture focused on exceptional service delivery for every student, every day. 15. Perform other job-related duties as assigned EDUCATION Bachelor's degree in a relevant field WORK EXPERIENCE 3 Years Experience working in cross-functional teams or projects. SKILL AND/OR REQUIRED LICENSING/CERTIFICATION Strong teamwork and collaboration skills, with the ability to work effectively with individuals from diverse functional backgrounds. Excellent communication skills, both verbal and written, enabling clear and concise information sharing. Strong problem-solving abilities, with a logical and analytical mindset to address complex challenges. Adaptability and flexibility to thrive in a fast-paced and changing work environment. Demonstrated ability to manage multiple priorities and deliver results within deadlines. Proficiency in relevant software and tools used by the cross-functional team. Continuous learning mindset, with a willingness to expand knowledge and skills in other functional areas. LEADERSHIP RESPONSIBILITIES Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading. WORK COMPLEXITY/INDEPENDENT JUDGMENT Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis. BUDGET AUTHORITY No budget development activity is required. PROBLEM SOLVING Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas. IMPACT OF DECISIONS Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience. COMMUNICATION/INTERACTIONS Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers. CUSTOMER RELATIONSHIPS Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates. WORKING/ENVIRONMENTAL CONDITIONS Work is normally performed in a typical interior work environment, which does not subject the employee to any hazardous or unpleasant elements. • Valid Texas driver’s license with applicable insurance coverage. • Tools/Equipment Used: Standard office equipment, including personal computer and peripherals • Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting • Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching • Lifting: Occasional light lifting and carrying (less than 15 pounds) • Environment: Prolonged or irregular hours, including some weekends; frequent districtwide travel • Mental Demands: Work with frequent interruptions, maintain emotional control under stress, fast-paced Houston Independent School District is an equal opportunity employer.
