Development Manager Location: Remote Description: Seeking a highly motivated and self-directed professional to fill an opening for a Development Manager role that will be responsible for leading software development teams, overseeing project execution, and ensuring high-quality software delivery. This role involves technical leadership, team management, project planning, and collaboration with cross-functional teams to align software solutions with business goals. The ideal candidate has a strong background in software development, Agile methodologies, and modern engineering best practices. Job Responsibilities: Partner with the Product Manager(s), Product Owners, Business Owners and key stakeholders to plan and support software development and application enhancements for the Payer EDI Product family. Collaborate with product managers, architects, and stakeholders to define software requirements and technical roadmaps Manage the SAFe / Agile and CE/CI/CD processes for Product teams. Manage and provide oversight of all Agile ceremonies. Establish and manage the scope / backlog in coordination with the business clients Ensure all deadline commitments are tracked and managed for success Coordinate release and Sprint planning with the Veterans Administration (VA) clients. Provide leadership and guidance to coach, motivate, and lead team members to their optimum performance levels. Foster a culture of innovation and excellence. Create and review technical designs for large and complex features Provide oversite of the Software Development and Testing environments Oversee the end-to-end software development lifecycle (SDLC), ensuring timely and high-quality delivery. Drive Agile best practices, including Scrum, Kanban, and CI/CD, to improve development efficiency. Ensure code quality, performance, and scalability through code reviews and best practices. Identify and implement process improvements, optimizing team performance and efficiency. Manage and track resource allocation, hiring, and professional development of team members. Stay up to date with emerging technologies, recommending tools and frameworks to enhance development. Oversee risk management, compliance, and security considerations within the development process. Required Skills: Proficiency with Agile methodologies and project management tools (JIRA, AWS, DevSecOps). Strong leadership and stakeholder management skills. Experience in creating work breakdown structures and development of program schedules and assigning software development team personnel to tasks. Must have experience in tracking resources and expenditures and in ensuring program success Exceptional Communication Skills: must demonstrate outstanding verbal and written communication abilities. This includes clear, articulate speech that is easy to understand, and precise, well-structured written communication with strong grammar. Clarity and Professionalism in Interactions communicates ideas and information effectively to ensure easy understanding and engagement with diverse audiences. Experience managing development and milestone schedules in an Agile / SAFe and DSO environment Ability to work with development teams to remove impediments and escalate issues as needed. Experience working with a Program Management Office (PMO) in support of Software Development and Release Management Activities Proven track record of delivering complex software solutions in an enterprise environment. Experience working in a fast-paced, Agile software development environment Must possess excellent problem-solving skills Must be a U.S. Citizen or Permanent Resident Must be able to obtain and maintain a Public Trust Security clearance. Desired Skills and Experience: Experience working in VA or DOD environments Education and Experience: Bachelor's degree in computer science, Software Engineering, or a related field (or equivalent experience) 8+ years of experience in software development. 8 years of additional relevant experience may be substituted for education 3+ years of experience in a leadership or management role overseeing development teams. #CJ #dice About HigherEchelon, Inc.
