Joining the Capital Improvement Program team is an outstanding opportunity to make a significant impact on the District’s parks and facilities to better serve our community. The District H.A.R.D. is an independent special district that encompasses over 100 square-miles and services 290,000 residents in the City of Hayward and the unincorporated communities of Ashland, Castro Valley, Cherryland, Fairview and San Lorenzo. Since its creation in 1944 H.A.R.D. has become the largest recreation district in California with over 140 parks that have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs. The Position The Capital Project Manager will have the opportunity to leave a lasting impact upon the Hayward area by providing improvements for our parks, parkways, trails, and wide-range of facilities. The District is seeking a highly motivated, innovative, and skilled individual to assist in the planning, design and construction of capital improvements. The Capital Project Manager oversees outside consultants and contractors to deliver public works projects and report directly to the Capital Planning and Development Director. A successful candidate will bring: A minimum of three years of increasingly responsible technical and professional work experience in project management including design and construction phases A passion to create memorable places that improve the communities they serve Exceptional communication skills and an ability to work with community members and agency decision makers Ability to solve problems, overcome challenges, and respond effectively to changing priorities A BA/BS degree in architecture, landscape architecture, engineering, planning, construction management, or related field is required. California registration as a professional architect, landscape architect or engineer is desired. Experience in the public sector is highly desired. The Hayward Area Recreation and Park District is a Special Public District. DESCRIPTION Under general direction, provides professional project management, liaison, and contract administration for the design, construction and modification for District facilities and parks in support of the capital improvement program. Serves as the District’s primary point of contact to consultants and contractors, project stakeholders and the public while managing all phases of a project, including budget, scheduling, controls, customer relations, and performs related work as required. Receives general supervision from the Capital Planning and Development Director. The Capital Project Manager plans, organizes, directs and controls all or part of an engineering or architectural project from concept through design and construction to close out of the project contract. Capital Project Manager positions are responsible for: preparing and monitoring the project budget, including occasionally obtaining funding; overseeing the completion of conceptual design; overseeing planning activities; coordinating work of multi-disciplinary technical consultants; working extensively with the public, private contractors, special interest groups, governmental and regulatory agencies, and District departments; coordinating environmental review and/or obtaining permits; controlling project costs and schedule; reviewing change orders; serving as primary contact for all parties involved in the project; and other duties as required. The Capital Project Manager position may have responsibility for multiple projects. The position will oversee projects that typically meet the following criteria: They are at a substantial dollar level They continue over a multi-year period They require significant negotiation and consensus building among a variety of stakeholders They may involve complex architecture/infrastructure planning and design, or complex, unusual or unique construction or fabrication methods They are generally highly visible and of great interest to the public and elected officials DISTINGUISHING FEATURES This is a professional level position where incumbents direct and orchestrate a team of service providers related to projects. Project Managers understand how to structure a team, schedule the work, establish the budget, negotiate the project requirements and scope with the end user, and oversee and report project progress. Capital Project Managers report to the Capital Planning and Development Director and are distinguished from that position in that they oversee and manage discrete projects whereas the Director oversees the full Capital Improvement Program (CIP). The Project Manager is responsible for one or more projects that may vary in terms of both dollar amount and complexity or may be responsible for some part of a single larger project under direction. Project Managers are assigned to design and construction projects. EXAMPLES OF DUTIES (Illustrative only): Under supervision, serves as project manager for capital improvement projects within the District. Projects may include park improvements and expansion projects and/ or development of improved and new community facilities, including key public facilities offering recreational, cultural and human services to the community. Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. For all assignments: Provides administrative and technical assistance to the Capital Planning and Development Director in defining user and community needs for capital improvements and developing strategies for implementation. Confers with District departments to establish facility and space requirements; advises on the feasibility of projects; and makes recommendations based on findings. Works closely with District staff, public and private groups, stakeholders and the public to explain or coordinate plans for proposed projects and solicit their support. Defines project goals and objectives. With direction, develops project scope, budget, funding and schedule; finalizes cost estimates. Assures that project program and conceptual design meet the District’s needs and are compatible with master plans. Manages projects from programming through construction phase and warranty period. Directs and coordinates activities to ensure the project progresses on schedule and within prescribed budget; modifies schedules or plans as required. Manages the consultant and contractor selection process and is responsible for fee negotiations and approval of contracts. Supervises the preparation of specifications and bidding documents for the design, construction, and renovation for District parks and facilities. Solicits, reviews and recommends award of contracts. Tracks and monitors all project activities; inspects or reviews work under construction to make sure that new construction and alteration work being performed by contractors complies with plans, specifications and codes. Prepares budget reports and cost control analyses; responsible for keeping project within approved budgets and on their approved schedule; analyzes claims and recommends approval of consultant/contractor payment. Prepares staff reports and resolutions for the Board of Directors. Maintains project records and prepares a variety of reports. Regularly reports to the General Manager and Capital Planning and Development Director regarding project status and issues. Develops and disseminates informational materials. Responds to inquiries regarding the status of projects. Participates in public hearings; prepares and presents project reports to the Board of Directors, District staff, project stakeholders, the public and others. MINIMUM QUALIFICATIONS Experience: The equivalent of five years full-time, progressively responsible experience in project management in the areas of construction management, design management, landscape architecture, civil or structural engineering, architecture, or related field. Possession of a Bachelor's Degree in landscape architecture, architecture, engineering or planning, construction management, or related field. California registration as professional landscape architect, architect or engineer is highly desired. License: Possession of a valid California Driver’s License and Certificate of Automobile Insurance for Personal Liability. Special requirements: Must be able to travel to locations throughout the District. Work is performed in the office and in the field, including attendance at meetings in the community and visits to construction sites, which may be in remote locations. Some assignments may require driving and/or extensive night or weekend work. Principles and practices of contract and fiscal administration in a public agency. Public park, recreation, building and facility systems, including but not limited to mechanical, plumbing, electrical, security, communications and data, parking, public access, planting and irrigation, ADA and handicap access improvements. Financing, budgeting, cost estimating and cost control techniques. Working knowledge of various funding sources and restrictions. Professional services contracting. Requirements of final bid packages and public contracting code. Construction management techniques and practices. Community outreach strategies, including techniques for effectively representing the District in contacts with governmental agencies, community groups various business professional, educational and regulatory organizations and with property owners, developers, contractors, and the public. Computer technology, including project management systems and software. Ability to: Work effectively in a team environment that includes District staff and outside consultants. Establish and maintain effective working relationships with a diverse group of people. Communicate effectively in written and oral presentations.
