Plan, direct, and evaluate the operation of a small departmental information systems division including supervising staff and coordinating systems analysis and data processing operations.
Bachelor's degree with five or more years of experience in information systems analysis, design, programming, technical support, or related functions, including at least two years of supervisory or managerial experience in information systems.
Minimum Qualifications Education and Experience: Graduation from an accredited college or university with a bachelor's degree and substantial (five or more) years of experience in any one of the following areas: (1) systems analysis, systems training, network/telecommunications design, systems design, business or systems applications programming, technical support (i.e., the diagnosis and resolution of software and hardware malfunctions for computers or other information systems as well as the technical justification for procuring software and hardware products), or other closely related information systems analytic functions; or (2) supervising or managing a combination of (two or more) of the following: clerical computer operations, machine operations, data entry, computer production control, or other closely related computer operations functions; or (3) information systems consulting (i.e., planning the implementation of new or existing systems or technologies into existing systems). Non-Substitutable Experience: Two years of the required experience must include (1) supervising, managing, or directing staff who are involved in information systems analytic functions; or (2) coordinating or managing services impacted by new or existing systems or technologies for on-line midrange or mainframe computer systems that cover multiple work sites; or (3) information systems consulting. OR Substitution of Experience for Education: Experience teaching or working in any one of the following areas may substitute for the required education on a year-for-year basis to a maximum of four years: (1) systems analysis; or (2) systems design; or (3) business or systems applications programming; or (4) technical support; or (5) network/telecommunications design; or (6) systems training; or (7) other closely related information systems analytic functions; or (8) information systems consulting, or (9) supervising or managing multiple computer operations functions. OR Substitution of a Specific Associate's Degree for the Required Bachelor's Degree: Graduation from an accredited college or university with an associate's degree in business data processing (e.g., business data programming, business systems analysis, or computer accounting); management information systems; computer and information systems; computer servicing technologies, or other related field may substitute for the required bachelor's degree. OR Substitution of Graduate Coursework for the Working-level Experience: Any graduate coursework in computer and information sciences may substitute for one year of the required experience (thirty-six graduate quarter hours or a master's degree in computer and information sciences may substitute for one year of working-level experience). Job Overview Summary: Under direction, is responsible for professional information systems managerial work of average difficulty in directing small departmental information systems division; and performs related work as required. Distinguishing Features: An employee in this class plans, directs, and evaluates the operation of a small departmental information systems division. This work involves assisting in or directing and coordinating systems analysis and data processing operations functions for the division. This class differs from information systems manager classes in that incumbents of the latter do not have overall responsibility for directing information systems activities for an entire division. This class differs from Information Systems Director 2 in that incumbents of the latter direct a moderate-sized and moderately complex departmental information systems division or assist in directing activities in a large and complex information systems division. Competencies (KSA's) • Provides administrative and technical direction to the operation of a small departmental information systems division, through subordinate staff, assigns, trains, supervises, and evaluates subordinate systems analysts and data processing operations staff and their work; makes recommendations and decisions on staff employment, retention, promotion, demotion, dismissal, and other human resources actions. • Confers with management to define boundaries and priorities of tentative projects in order to plan for processing requirements to meet current and future information system needs and to determine the equipment capabilities necessary to meet these requirements; coordinates with administrative operational personnel to facilitate smooth transitions from existing to electronic data processing methods and proper scheduling and planning of new systems and programs and related functions. • Develops overall plans and time schedules for effective utilization of personnel and data processing equipment as they apply to systems and operations work. • Reviews reports of computer and peripheral equipment production, malfunction, and maintenance to ascertain costs and plan operational changes; assists in or analyzes data and staffing requirements and divisional organization, operations, and procedures and recommends and makes decisions on improvements in economy, efficiency and quality of organization, operations and procedures. • Prepares progress reports to inform management of project development and deviations from projected goals; supervises the preparation and maintenance of a high volume of systems analysis and data processing records and reports; assists in or plans and prepares the division's operational budget. • Oversees the development of policy and procedure to ensure the continued effective operation of information systems; assists in or establishes and enforces divisional goals, objectives, and work standards. • Establishes training programs for information systems division employees and analyzes effectiveness of training to ensure staff development. • Directs and oversees the adaptation and implementation of existing work systems and processes to electronic data processing methods. Two additional days of sick leave may be granted to provide a total of five days absence for this purpose. • Family Medical Leave Allows up to twelve work weeks of leave* each year to eligible employees for certain family and medical reasons. Continued health insurance coverage is provided during the leave period, and the employee is reinstated to the same or an equivalent position once the leave period has ended. • Leave may or may not be paid leave, depending on individual employee's leave balances for earned leave. • Parental Leave Parental leave is an absence from work granted any employee who has been employed in state service for at least 12 consecutive months as a full-time employee. Parental leave is a combination of sick, annual, or special leave without pay for a period not to exceed four months following the birth of a child. • Military Leave Granted in accordance with applicable state and federal laws, rules and regulations. • Holidays Each year, full-time state employees receive 11 holidays off with pay. • Retirement State employees are automatically members of the Tennessee Consolidated Retirement System . (TCRS) Employees must accrue 5 years of creditable state service to be vested (guaranteed retirement benefits when age requirements are met). Vested members of TCRS become eligible for service retirement upon completion of 30 years of creditable service or upon attainment of age 60. • Deferred Compensation Employees may choose to make pre-tax contributions to a variety of investment options through the 401(k) plan or the 457 plan. A minimum $20 monthly contribution is required to participate in the plans. For the 401(k) plan, the state will match the $50 per month minimum contribution. The $50 match policy is evaluated on an annual basis. • Flexible Benefits Plan Under this program certain specific expenses (e.g.,medical and dental insurance premiums, medical expenses, dependent day care expenses) can be deducted from an employee's paycheck prior to taxes, resulting in a lower taxable income level. • Higher Education Fee Discounts and Waivers A 25% discount on undergraduate tuition at any state operated institution of higher learning in Tennessee is available to children 23 years of age or under of full time state employees. In addition, full-time state employees with six months of continuous service are eligible to have tuition fees waived for one course per semester at a state institution.
