Position Description The Facilities Manager supports all aspects of Harris County Toll Road Authority (HCTRA) facilities, including but not limited to current and future leases; construction contracts and coordinates between various contractors to maintain quality and uninterrupted progress of building projects. Develops facility modifications regarding programming designs, plans, bids and architectural contracts; ensures all facility construction projects follow the designs and are completed as scheduled. Ensures that HCTRA facility management-related operations, building acquisition and/or leasing and construction are executed in a professional and efficient manner. Responsible for facilities' interior space design, mechanical/electrical/building design and maintenance, landscape design, and obtaining all proper permitting for designs and facilities, manages professional cleaning for all HCTRA facilities, and coordinates emergency responses for facilities during event(s)/disaster(s)/pandemic(s). Duties And Responsibilities The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion. • Supports all aspects of Harris County Toll Road Authority (HCTRA) facilities. Attends, participates, and represents the department in meetings with various stakeholders as required. Develops and manages budgets for HCTRA facilities by formulating procedures, identifying needs and developing schedules including Operations & Maintenance and Capitol budgets. Conducts office and field reviews and studies of assigned programs, organizations, procedures, personnel requirements, equipment and fixed capital needs, and other phases to outfit facility for needed operations. • Develops facility modifications regarding programming designs, plans, bids and architectural contracts; ensures all facility construction projects follow the designs and are completed as scheduled including but not limited to current and future leases; construction contracts and coordinates between various contractors to maintain quality and uninterrupted progress of building projects. Interfaces with the Harris County Attorney’s Office and Auditor’s Office for leases, contracts, purchases and payments with contractors, vendors and suppliers. • Researches, negotiates, executes and manages facility leases, construction contracts; mediates between contractors; monitors and alerts appropriate staff of technical problems and recommends solutions. Oversees demolition and/or build-out of leased or purchased properties, including renovations in existing property. • Responsible for facilities' interior space design, mechanical/electrical/building design and maintenance, landscape design, and obtaining all proper permitting for designs and facilities, manages professional cleaning for all HCTRA facilities, and coordinates emergency responses for facilities during event(s)/disaster(s)/pandemic(s). • Provides leadership and develops facilities supervisors to execute the department vision through effective decision making in order to accomplish departmental goals. Trains and develops supervisors to manage day-to-day activities of custodial and maintenance facilities staff. Requirements Education and Experience: High School Diploma or equivalent and a minimum seven (7) years of experience in Facilities Maintenance or a related field, including at least four (4) years in a supervisory or lead role preferably in Facilities Maintenance. A valid Texas driver's license and good driving record. Knowledge, Skills, And Abilities • Ability to supervise in a team environment. • Ability to establish and maintain working relationships with others. • Ability to deal constructively with conflict situations. • Must be flexible and adaptable in an ever-changing work environment. • Extensive knowledge of the services, functions, organizational structure, and operational policies and procedures of the department including staff activities such as personnel, accounting, fiscal and property management. • Ability to determine work priorities, assign work and ensure proper completion of work assignments. • Ability to assist other departments with recommendations of scheduling, procurement, equipment, programming design, and construction needed for projects. • Ability to understand and apply rules and regulations, laws, policies and procedures. • Ability to properly research and purchase equipment and/or products needed to operate Facilities. • Ability to handle confidential material with considerable tack and discretion. • Ability to multi-task and work independently. Physical Demands: Heavy work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Required to lift up to 45 pounds multiple times a day (5 gallon water bottles). Above average physical conditioning is required to be able to walk, bend, stoop, climb, reach, and stretching. General Information Position Type And Typical Hours Work This is a full time position. Typical days of work are Monday-Friday. Hours may vary based on business needs of the department. Must be able to work shifts, weekends, and holidays as necessary. Emergency situations may require additional hours. This position is considered essential personnel and is subject to being held over or working extra shifts as needed during times of emergency, declared disasters, or as needed to support critical business functions and to provide services for the benefit of the public while other governmental offices could be or are closed. Work Environment Office environment, outdoor environment, exposure to inclement weather or various temperature changes, possible exposure to loud noises in the environment, possible exposure to dangerous chemicals. Disposing of hazardous materials (ex. bodily fluids).
