About Harris County Purchasing Department: Accountability, Ethics, Impartiality, Professionalism, Service, Transparency • The Purchasing Department is created for the purpose of providing a "checks and balances" system for expenditure of public funds. The Purchasing Department strives to maintain consistent and open communication with the vendor community and the various supported County departments and agencies. • Every effort is made to operate in an efficient and economical manner consistent with existing laws and sound business practices. What you will do at Harris County Purchasing Department: Under the guidance and supervision of the Assistant Purchasing Agent, the Sourcing and Contracting Director will be responsible for overseeing, developing, and directing the work of Sourcing and Contracting Managers, which includes contract authoring and execution, post-award contract administration, reporting and analysis, amendments, and sourcing execution. Individuals in this role will establish strategic plans for departmental long-term and short-term goals, review processes, policies, and procedures, and implement changes to improve efficiency, effectiveness, and compliance. The Sourcing and Category Director is expected to possess excellent leadership, planning, decision-making, and communication skills to be successful in this position. Essential Functions and Duties: Strategic Planning: • Develops and implements a strategic plan that outlines departmental best practices, establishes clear expectations and guidelines for sourcing and contract management efforts, and identifies areas for growth and improvement. Leadership and Management: • Provides leadership, management, and oversight to Sourcing and Contracting department staff and other Harris County entities in purchasing-related areas. Conducts assessments, fosters development, and provides coaching and motivation to cultivate a high-performing team. Process Improvement: • Evaluates and implements areas of continuous improvement in sourcing and contract management processes. Communication and Collaboration: • Establishes and manages business relationships with various departments and other external stakeholders that utilize Harris County Purchasing services. Collaborates closely with Sourcing and Contract managers to develop and execute sourcing strategies and maintain contracts. Compliance and Quality Assurance: • Ensures adherence to Harris County's compliance standards, policies, and procedures. Performance Management: • Directs the Purchasing Department in defining Key Performance Indicators (KPIs), identifying Service Level Agreements (SLAs), and determining additional contract performance targets. Provides analysis and reporting tools for monitoring and measuring the efficiency of sourcing and contract management. Education & Experience: • Bachelor's Degree in a directly related field from an accredited college or university • Ten (10) years of relevant sourcing or contracting work experience. OR • Associate's Degree in a directly related field from an accredited college or university • Twelve (12) years of relevant sourcing or contracting work experience. WITH • Five (5) years of supervisory or managerial experience. Knowledge Skills, and Abilities: • Advanced cycle knowledge of Sourcing and Contract Management methodologies and tools. • Knowledge of market trends, strategy development, supplier relationship management, and contract lifestyle management. • Excel oral and written communication skills. • Strong leadership, collaboration, prioritization, decision-making, and conflict-resolution skills. • Skilled in planning, implementing, improving, and evaluating programs, policies, and procedures. • Ability to plan, track progress, manage change, resolve conflict, build consensus, and motivate team members across multiple projects. • Ability to manage high-value sourcing events and contracts. • Ability to establish strong relationships and influence peers and key stakeholders. • Excellent Customer Service Skills NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
