Who We Are: HaloMD specializes in Independent Dispute Resolution (IDR) through The No Surprises Act and state regulations for out-of-network healthcare providers, leveraging advanced technology and deep industry expertise to secure optimized reimbursements. Role Summary: Serves as the enterprise leader for HR operational excellence. Reporting to the VP of HR, the Director, HR Operations & ER builds, governs, and continuously improves scalable HR operations that support HaloMD's entrepreneurial culture while enabling rapid growth. This is a hands-on, roll-up-your-sleeves role in a fast-paced environment for someone who thrives on building from scratch. You'll ensure people processes are simple, consistent, compliant, and enterprise-aligned while owning compliance, employee relations (investigations, PIPs, terminations), HR operations, and managing our HR Business Partners. You'll partner closely with HR Centers of Excellence, Total Rewards & HRIS, Talent Acquisition, and Learning & Development, while owning the operational execution layer: employee relations, compliance, performance management, and HR service delivery. Responsibilities: • Define and lead enterprise HR Operations strategy, operating model, and service delivery framework. • Own and maintain multi-state HR compliance strategy (40+ states), employee handbook, HR policies, and all compliance documentation. • Drive operational excellence in efficiency, accuracy, and employee experience. • Own compliance policies and procedures manual with governance structure. • Build contingent workforce program from the ground up (contractors, temps, BPOs), ensure proper worker classification and co-employment risk mitigation. • Develop contingent workforce onboarding and offboarding processes, partner with IT on system access, Finance on spend tracking, and Legal on contract compliance. • Provide strategic and operational leadership to HR Business Partner team. • Guide HR Partners on investigations, PIPs, and terminations; serve as escalation point for high-risk employee relations cases. • Own oversight of ethics hotline and case management tool (Ethico); partner with Legal on employment law matters and litigation holds. • Own the performance management program end-to-end: 30/60/90 day plans, 1:1 frameworks, weekly check-ins, quarterly reviews, and annual performance cycles. • Partner with L&D and HR Partners to train managers on performance conversations, documentation standards, and delivering feedback. • Build manager resources (guides, templates, FAQs, scripts for difficult conversations). • Partner with Total Rewards on pay-for-performance strategy and linking ratings to compensation decisions. • Oversee administration of quarterly engagement surveys and eNPS; analyze engagement data and partner with HR Partners and managers on action planning. • Oversee the administration of recognition programs including People's Choice Awards and service anniversary awards. • Other duties and special projects as assigned. Required: • 12+ years of progressive HR experience with significant focus on HR operations, employee relations, and compliance; at least 5 years in a leadership role. • Proven experience scaling HR operations during rapid and sustained growth. • Hands-on experience building HR infrastructure from scratch, written handbooks, created processes, HR programs, and implemented systems. • Direct experience personally conducting complex workplace investigations, managing PIPs, and handling terminations. • Demonstrated success managing HR teams in multi-office or remote-first environments supporting hourly workforces. • Experience implementing and scaling comprehensive performance management programs. • Experience with contingent workforce programs (contractors, temps, consultants), proper classification, co-employment risk mitigation. • Advanced understanding of multi-state employment laws and HR compliance requirements. • Strong project management skills and ability to lead through change and streamline operations. • Comfort with HR technology (HRIS, performance management platforms like Lattice, case management tools).
