Overview GovCIO is seeking a dynamic Project Manager to oversee operational activities within a digitization environment. This role requires expertise in coordinating with subcontractors, managing quality, tracking progress via JIRA, reporting, and optimizing business processes. The ideal candidate combines strong project management skills with a data-driven mindset to support efficient, high-quality project delivery. This position is a fully remote position located in the Continental United States. Responsibilities Develop and maintain integrated project plans for contract deliverables and digitization initiatives. Lead cross-functional teams, including internal staff and subcontractors, ensuring project objectives, timelines, and budgets are met. Monitor project progress, identify risks, and implement solutions to ensure quality, productivity, and client satisfaction. Manage vendor deliverables and follow Quality Management System standard practices to ensure compliance. Conduct project meetings, track performance metrics, and generate regular status reports. Drive business process optimization, including the creation of SOPs, dashboards, and process improvement initiatives. Leverage project management and reporting tools such as JIRA, Tableau, and Excel to enable data-informed decision-making. Define project requirements, oversee design, implementation, and testing, and ensure alignment with organizational goals. Assist in change management processes to ensure smooth adoption of new tools, workflows, and digitization initiatives. Qualifications Required Skills and Experience Bachelor’s degree with 5–8 years of relevant experience, or Master’s degree with 3+ years of experience (or equivalent demonstrated expertise). Proven experience in SAFe Agile project management and cross-functional project delivery within Federal or large-scale programs. Hands-on experience with Agile and Scrum practices. Experience managing integrated projects that involve multidisciplinary and matrixed teams. Strong skills in project planning, scheduling, and adherence to budgets. Hands-on experience executing consistent change management processes. Lean Six Sigma process improvement knowledge. Effective resource planning and allocation experience. Experience preparing project status reports, dashboards, and presentations for senior stakeholders. Strong problem-solving skills, with the ability to assess project issues and implement resolutions. Ability to manage vendor relationships and coordinate vendor deliverables. Knowledge of quality management processes and experience ensuring adherence to standards. Excellent written and verbal communication skills. Preferred Skills and Experience 3+ years performing data analytics activities for senior staff and decision-makers. 3 - 5 years of experience working with Federal customers supporting data-driven project delivery. Experience with tools such as Python, SQL, Tableau, and advanced Excel for data visualization and analysis. Experience driving process improvements and enabling self-service resource management and planning dashboards. Experience creating SOPs and documentation for applications, dashboards, and workflows. Knowledge of business process optimization techniques. Experience conducting project tracking, analysis, and reporting. Demonstrated ability to coordinate complex projects involving multiple vendors and stakeholders. Familiarity with dashboard creation and reporting automation. Experience in operational environments, including overseeing digitization initiatives and day-to-day workflow management. Posted Pay Range The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
